The Government of Cape Verde has received a credit from the International Development Association - IDA/World Bank (hereinafter referred to as the "World Bank") in the amount of US$ 75 million (Seventy-five million US dollars), for the implementation of the Resilient Tourism and Development of the Blue Economy Project in Cape Verde, and intends to use part of the funds to hire an individual consultant to provide - Hiring a Consultant to Develop a Proposal for a Postgraduate Program in Sustainable Tourism and Circular Economy.

The consultancy has the specific objective of supporting the University of Cabo Verde (UNICV), in conjunction with the Ministry of Tourism and Transport (MTT), in the design and development of a postgraduate program in Sustainable Tourism and Circular Economy. The program may confer a master's degree or postgraduate diploma, depending on the path chosen by the students.

It should be academically robust, contextualized to the Cabo Verdean reality and aligned with the best international practices in higher education. More detailed information is provided in the Terms of Reference (TOR) for the assignment that can be obtained at the address given below, from 8 a.m. until 4 p.m.

The implementing agency Unidade de Gestão de Projectos Especias (UGPE), now invites eligible individual consultants (Consultant) to express their interest in providing this service.

Interested individuals consultants must provide information indicating that they are qualified to perform the services. A Letter of Interest duly signed and updated Curriculum Vitae indicating namely, description of similar assignments, experience and contact references in similar service are required.

To be selected, the individual Consultant must have the following qualifications: The consultant must have an academic and professional profile compatible with the technical and pedagogical complexity inherent to the elaboration of a postgraduate program. A PhD degree is required in relevant areas, such as Tourism, Sustainable Development, Circular Economy, Territorial Planning, Applied Social Sciences or the like.

Complementary training in pedagogical methodologies, curricular innovation or higher education will be considered an asset. Should have proven experience in designing, revising, or implementing higher education programs, preferably at the postgraduate (master's degree) level, as well as experience with technical-scientific consultancies in sustainable tourism and/or the circular economy.

Familiarity with course accreditation processes in university settings is an asset. Experience in collaborating with multilateral organizations, such as the World Bank, the European Union, the World Tourism Organization, and United Nations agencies (UNIDO and FAO, for example), will be valued.

The consultant must also provide evidence of scientific contributions in the areas of tourism, sustainability, and the circular economy. This evidence should include articles published in indexed scientific journals, books, and book chapters, as well as active participation in research networks or international projects.

It is also expected to demonstrate in-depth knowledge of Cabo Verde's public policies and national strategies in the fields of tourism and sustainable development, such as the Tourism Operational Program (POT), the Strategic Plan for Sustainable Development (PEDS) and the Major Options of the Strategic Plan for Tourism (GOPEDS-Tourism).

The consultant should also be familiar with key international agendas, including the Sustainable Development Goals (SDGs), the 2030 Agenda, the blue economy and climate resilience.

Finally, the consultant should have excellent technical and scientific writing skills in Portuguese, as well as strong communication, institutional articulation, and collaborative work skills with different stakeholders, including government entities, academic institutions, and international organizations.

Autonomy, proactivity, and methodological rigor are also indispensable for successful performance of the consultancy. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

An individual Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in World Bank’s “Procurement Regulations for IPF Borrowers”, dated July 2016 and revised in February 2025. Expressions of interest received after the deadline will not be considered .

The UGPE reserves the right to annul the tender process at any time prior to Contract Award, without thereby incurring any liability.
