• The Department of School Education (DoSE), Government of Assam (GoA) has applied for financing from the World Bank toward the cost of the ASAP project and intends to apply part of the proceeds for consulting services.
• The “Services” include supporting the State Council of Education Research and Training (SCERT) in reforming statewide assessment systems and improving assessment and remediation practices inside classrooms. A significant part of this effort will focus on building the capacity of the SCERT to carry out robust system-level assessments and to support the design and use of high-quality classroom assessments, as well as to translate the findings from the assessments into insights for teacher capacity building and remedial interventions.
• The Assam: School Education and Adolescent Wellbeing Project (ASAP) under DoSE, invites eligible consultant firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:

• The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025, setting forth the World Bank’s policy on conflict of interest.
• Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In the case of an association, all members of such “association” should have real and well-defined inputs to the assignment and the total number of firms including their associates shall be maximum of three. In case of association in the form of sub-consultancy, the experience of sub-consultant shall not be considered in evaluation.
• A Consultant will be selected in accordance with the Quality and

Cost Based Selection (QCBS) method as set out in Section VII, paragraph 7.3 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”).
