Credit No.: 7735-PK Project ID: P508222 Reference No.: PK-T&MD PIU-522458-CS-CQS The Government of Punjab through the Government of Pakistan in collaboration with World Bank is implementing Punjab Clean Air Program (PCAP). The PCAP Program is a comprehensive initiative aimed at reducing emissions and improving air quality, thereby enhancing public health, and contributing to sustainable transport infrastructure.
PCAP will support Program Implementation, Monitoring & Evaluation, verification of Disbursement Linked Indicators (DLIs), studies and capacity building of T&MD. The overall Program Development Objective (PDO) is to strengthen air quality management and reduce population weighted PM 2.5 annual average exposure in Lahore Division.
The Program Implementation Unit (PIU) Punjab Clean Air Project (PCAP) now invites eligible consulting firms to indicate their interest in providing the required services as explained in the ToR. Interested firms should provide the following information demonstrating that they have the required qualifications and relevant experience to perform this assignment. Key Experts will not be evaluated at the shortlisting stage. The parameters for evaluating EOI responses are given below: - Sr. No.
Qualification and Experience Criteria 1 Overall / General Experience: 1.1 The firm shall have five (05) years post registration experience. Experience in Development of Business Models / Studies of comparable scale and complexity at national / international level shall be accorded due weightage.
2 Relevant Experience: 2.1 At least two similar natures of assignments / business models related to EV-buses may be performed. Experience in transport sector will be accorded due weightage 2.2 Documented experience of developing studies and systems measuring target achievements must be attached.
3 Technical and Managerial Capacity: The technical and managerial structure of the firm (only the structure of the organization, general qualifications, are indicated). CVs are not required at shortlisting / REOI stage. (staffing*, equipment) as mentioned in the TORs. 4 Financial Capability: The consultant firm must have a minimum average annual turnover of 100 million over the last three (03) years.
The consultant must submit the audited financial statement for the last three (03) completed financial years. Applicants are requested to provide only relevant and complete information specific to proposed services and avoid submitting generic promotional literature. Incomplete / generic information will not be considered.
The Client reserves the right to withdraw from the hiring process at any time and interested firms are responsible for all costs incurred arising out of, or in relation to this request.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consulting firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Firms interested to participate in JV should submit information for each partner, which will be assessed independently regardless of capacity/experience of the other partner. The maximum number of partners in a joint venture (JV) shall not exceed two (02). A consulting firm will be selected in accordance with the Consultant Qualification Selection (CQS) Method set out in the Procurement Regulations.
