Criteria Supporting Documents to be submitted 1 The agency must be a company incorporated under the Companies Act or a Limited Liability Partnership firm registered under Limited Liability Partnership Act 2008/ Partnership act registered under relevant laws and should have been in existence for no less than 7 years Certificate of Incorporation/ Partnership Deed/Firm registration certificate along with PAN, GST registration certificate 2 The applicant (firm) must have successfully completed at least 3 (three) similar assignments in India within the last 7 (seven) years, up to November 2025, in programs funded or executed by the Government of India, State Governments, the World Bank, the United Nations, or other reputable international organizations.

Additionally, at least one of these assignments should have been carried out in any of the North Eastern States of India.

Note: Similar assignments include conducting baseline, midline, and/or endline studies, with demonstrated experience in designing M&E frameworks, including indicators, results frameworks, data collection tools, sampling methodologies, and analysis plans A signed copy of the completion certificate and work order for similar assignments executed by the firm during the last 7 (Seven) years shall be submitted in support of the firm’s eligibility to apply.

Note: The work order must clearly indicate the scope of work. In cases where the scope of work is not explicitly mentioned in the work order, additional supporting documentation shall be submitted to demonstrate compliance with this requirement. 3.

The applicant (firm) should have a minimum average annual turnover of 86 lakhs (Rupees Eighty Six lakhs) from consultancy fees only during last 3 (three) financial years i.e. 2022-23, 2023-24 & 2024-25.

Certificate issued by a Chartered Accountant with UDIN along with Audited Financial Statements confirming the average annual turnover of the Bidder during the stated Financial Years must be submitted Terms and conditions: Mere submission of EoI, shall not confer any right whatsoever on the submitting entity The EoI shall remain valid for a period of 90 days from the date of publication of EoI It shall be obligatory on part of the submitting entity to furnish any further information as may be sought by MPOWER PMU Every page of EoI must be self-attested by bidder During the tenure of contract, the Consultant shall keep all the official information that is obtained strictly confidential.

No information shall be divulged without prior written consent of the project authority Shortlisting Procedure: Incomplete proposals will not be considered.

Acceptance of a proposal will be on the basis of fulfilment of eligibility criteria as mentioned in paragraph 2; The Committee will recommend the finally selected firm to the Competent Authority for submitting its technical and financial Proposals for negotiations and acceptance All expenditure in making and completing the activity should be included in the final cost projected and agreed.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers; Procurement of Goods, Works, Non-Consulting & Consulting Services, February 2025”, available at www.worldbank.org.
