• The Government of Pakistan has received financial support from the International Development Association under (IDA-18) in respect of project titled, “Strengthening Institutions for Refugees Administration (SIRA)” and intends to apply part of the proceeds to procure services of a firm (consultant) for the development of centralized Complaint Handling Mechanism (CHM) & Management Information System (MIS) for CCAR (Islamabad), and 03 provincial CARs (Punjab, Sindh & Baluchistan) including integration of an existing CHM & MIS (Peshawar-KPK) of World Bank funded project (SIRA).
• The “SIRA” a Project of the Chief Commissionerate for Afghan Refugees (CCAR), Ministry of KA, GB & SAFRON invites eligible Firms (Consultants), to express their interest in providing the aforementioned services. Interested Firms (Consultants) should provide information demonstrating that meet the required qualification and has experience to perform this assignment. In this regard, there is prescribed criteria, which have been mentioned in the Terms of Reference (TORs) which can be downloaded from the website: https://kana.gov.pk
• The attention of interested firms (consultants) is drawn to Section VII, Approved Selection Methods: Consulting Services , paragraph 7.3 , Quality and Cost Based Selection (QCBS) , of the World Bank's Procurement Regulations for IPF Borrowers , July 2016 (revised February 2025), or as revised from time to time ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.
• Sealed REOIs, complete in all respects as mentioned in the TORs, must be submitted to the address given below on or before September 24, 2025, at 11:00 AM . The REOIs will be opened on the same day. Incomplete or late submissions will be rejected.
