Engineering Design and Construction Supervision Consultant for Khyber Pakhtunkhwa Tourism Project

The PMU (KITE) DoT invites consulting firms for “ Hiring of Consulting Services for Detailed Designs and Supervision of various works” under PMU KITE DOT. The detailed Terms of Reference (TOR) for the assignment and this Request for Expression of Interest (REOI) can be downloaded from the Project website www.kite.gkp.pk or may be requested by writing an email to procurement.kite@gmail.com .

The PMU KITE DoT now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. The Interested firm will be expected to demonstrate or provide explicit information/ evidence of their qualification to perform this assignment, in their profiles, in the areas covered by the assignment TORs.

The shortlisting criteria are: The Consultancy Firm should have a specific and proven competence and experience of at least 10 years in the design and supervision of tasks delineated in the TORs. Should have completed at least two similar assignments in the past five (5) years. The consultancy firm should have relevantly qualified, experienced, and skilled human resources as per the scope of work.

The consultant should have adequately equipped offices in Khyber Pakhtunkhwa. Firms interested to participate in a Joint Venture should submit all the required information as per the above parameters in respect of each partner, which shall be assessed independently regardless of the capacity/experience of the other partner, being jointly & severely liable for the delivery of services, if the contract is awarded.

The experience of sub-consultants is not considered. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” setting forth the World Bank’s policy on conflict of interest.

In addition, please refer to paragraph 3.17 of the Procurement Regulations regarding specific information on conflict of interest related to this assignment. Selection will be made in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank Procurement Regulations (Procurement in Investment Project Financing, Works, Non-Consulting and Consulting Services.
