Consultancy Services for National Fiberization Policy and Right of Way Portal

Government of Pakistan Ministry of Information Technology and Telecommunication DIGITAL NATION PAKISTAN REQUEST FOR EXPRESSION OF INTEREST (REOI) Country: Pakistan Name of Project: Digital Economy Enhancement Project (DEEP) Assignment Title: Hiring of Firm for Consultancy Services to prepare National Fiberization Policy & Plan and Right of Way one Window Portal Loan No./Credit No: 7514-PK Reference No: PK-MOITT-501952-CS-QCBS The Ministry of Information Technology & Telecommunication has received financing from the World Bank towards the Digital Economy Enhancement Project (DEEP) and intends to apply part of the proceeds for procuring services of a credible Consultancy Firm to “ P repare National Fiberization Policy & Plan and Right of Way one Window Portal”.

The Ministry of Information Technology and Telecommunication now invites eligible Consulting firms to express their interest in providing the said Services as further detailed in the Terms of Reference, which may be downloaded from the website http://www.moitt.gov.pk without any fee(s)/charge(s). The attention of interested Consulting Firms is drawn to Section III, paragraphs.

3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" September 2023 revised February 2025, setting forth the World Bank's policy on conflict of interest. The Consulting Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method as set out in the World Bank's "Procurement Regulations for IPF Borrowers" September 2023 revised February 2025.

A virtual Information Session shall be held on December 10, at 11:30 AM (PST) to familiarize the potential applicants with the Terms of Reference (available at the MoITT website) and ensuing procurement process.
