REQUEST FOR EXPRESSIONS OF INTEREST (Consultancy Services for Gender Based Violence (GBV) Firm) Country: Pakistan NAME OF PROJECT: Khyber Pakhtunkhwa Human Capital Investment Project (Education) Loan No./ Grant No.: IDA67140-PK/D680-PK Assignment Title: Hiring of Gender Based Violence (GBV) Firm Reference No.: PK-EDUPMU-5223653-CS-CQS The Elementary and Secondary Education Department, Government of Khyber Pakhtunkhwa has received financing from the World Bank toward the cost of the Human Capital Investment Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include but not limited to: - Scaling up community engagement and awareness activities in girls to prevent GBV, promote menstrual health, and reduce social taboos and stigma. Supporting the distribution of 50,000 Menstrual Health and Hygiene (MHH) kits to adolescent girls in 200 schools across the four districts, with IEC materials and awareness sessions.

Enhancing social mobilization and community participation through innovative outreach, capacity building, and feedback mechanisms. Building capacity of stakeholders, including teachers, school children, community leaders, and civil works contractors, on gender-sensitive practices, child safeguarding, and GBV risk mitigation.

Establishing or strengthening community-based grievance redress and reporting mechanisms related to GBV, SEA, and VAC, ensuring accessible, confidential, and victim-centered processes. The Human Capital Investment Project Elementary & Secondary Education Department now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The detailed Terms of Reference (TORs) for this assignment can be obtained through email: pmukphcip@gmail.com Or can also be obtained at the address given below.

Qualification Requirement The consulting firms shall provide the following information to substantiate the qualification for the assignment. S. No Area of expertise Marks 01 Core Business: The firm must be registered (SECP, FBR and/or any other relevant Government entity) and have relevant expertise providing similar services for the past Eight (08) years.

10 02 General Experience: The firm should have overall General experience of carrying out at least 06 assignments in the developmental sector. 20 03 Relevant Experience: The firm Should have completed at least 4 assignments of similar nature and complexity. The firm may be asked to submit completion and client satisfaction certificates.

Experience of Gender Based Violence (GBV) similar projects in the Education Sector will be considered an advantage. 40 04 Consultant Technical and Managerial Capability: Detail of logistical support such as offices or allied facilities including the details of overall technical and managerial staff and proposed team composition.

The firm should either have an independent operational office in Peshawar or should be willing to establish one in Peshawar.

30 Interested firms must provide information indicating that they are qualified to perform the Services (description of similar assignments and completion certificates/ contracts or any other documentary evidence to establish their mentioned projects , experience in similar scale and complexity, conditions, availability of skills and other logistical requirements) The attention of interested Consultants is drawn to Section III, paragraphs 3.16 and 3.17 of the “World Bank Procurement Regulations for IPF Borrowers” July 2016 (rived 4th Edition, November 2020) (Procurement Regulations), setting forth the World Bank’s policy on conflict of interest and paragraph 3.18 regarding “Unfair Competitive Advantage”.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a JV or sub-consultancy. In the case of JV all partners in the JV shall be jointly and severally liable to the Client for the entire Contract (if awarded). In the case of JV, please make sure that the number of partners is not more than two.

Consultants will be selected in accordance with the Consultant Quality Selection (CQS) method set out in the Procurement Regulations of the World Bank. Any Consultant/firm providing unsubstantiated and/or incorrect information are liable to legal action and/or disqualification.

Please note that the PMU KP-HCIP reserves the right to withdraw from this process at any stage without any obligation for expenses incurred by the participants. Further information and TORs can be obtained at the address below during office hours [i.e. 0900 to 1700 hours].
