REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTING SERVICES) Country: Pakistan Name of Project: Getting Results: Access and Delivery of quality Education Services and System Transformation in Punjab (GRADES-STP) Project Management Unit, School Education Department, Government of the Punjab is implementing the “Getting Results: Access and Delivery of quality Education Services and System Transformation in Punjab (GRADES-STP)” project with support from the World Bank through a GPE-funded initiative.

The project aims to strengthen foundational learning, increase enrolment, and advance system-wide reforms across Punjab. PMU now invites experienced candidates having relevant qualification and experience to indicate their interest in providing the services: Sr. No Post Qualification and Experience Required: No.

of Post 1 Monitoring & Evaluation Specialist Qualification At least, Master’s degree or equivalent (sixteen (16) years of education), in Social Science / Statistics / Demographics / Public Policy/ International Development/ Economics, or related discipline, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.

Advanced certification in M&E, statistics or any other relevant discipline shall be accorded due weightage. Experience At least, Seven (07) years of documentary verifiable experience, after acquiring stipulated qualifications, in monitoring and evaluation, preferably in education/ early childhood education (ECE) Projects.

Demonstrated experience in: developing logical framework, sampling design, conducting assessments and surveys, data quality assessments and oversight, managing and providing training to partners, facilitating and serving as the project liaison for externally managed evaluations. writing reports with quantitative analysis. 01 The detailed TORs can be downloaded from https://www.pesrp.edu.pk/procurement.

The selection will be made in accordance with the Open Competitive Selection of Individual Consultants of World Bank Procurement Regulations for IPF Borrowers”, dated September 2023.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 revised November 2017, August 2018, November 2020 & September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Interested candidates should submit the Expression of Interest with Curriculum Vitae (CV), copies of educational degrees, certificates, experience certificates, and CNIC by January 05, 2026 till 5:00 PM. The applicants should clearly mention relevant years of experience and qualification at the top of the CV. If a face-to-face meeting is required, same shall be done virtually.
