REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) COUNTRY : MALAWI NAME OF PROJECT : DIGITAL MALAWI ACCELERATION PROJECT GRANT NO. : IDA-E338-MW ASSIGNMENT TITLE : HIRING OF PROJECT ACCOUNTANT REFERENCE NO . : MW-PPPC-528717-CS-INDV The Government of Malawi has received a grant from the International Development Association (IDA) of the World Bank toward the cost of digital development in Malawi “ Digital Malawi Acceleration Project ” and intends to apply part of the proceeds for hiring of Project Accountant. The overall aim of the Digital Malawi Acceleration Project is to increase access to, and inclusive use of, the internet and improve the Government's capacity to deliver digitally enabled services. The project has four components, namely, Affordable broadband and secure data hosting, Interoperable and secure data platforms, High impact digital services and productive digital usage and Project management. The Project Accountant will be responsible for financial management and accounting including assisting with selected procurement and administrative matters. The Project Accountant, with the support of the Finance Management Specialist, shall assist the Public Private Partnership Commission in managing daily financial management and accounting issues of the project while observing all relevant controls and regulations. The Public Private Partnership Commission (PPPC) now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The consultant shall be an individual with relevant qualifications and experience. The shortlisting criteria shall be:
- A holder of a Bachelor of Accountancy Degree or its equivalent and a professional qualification such as CA(M), ACCA, CIMA etc
- Should at least have three years relevant work experience, preferably with donor funded Projects such as World Bank funded project.
- Should demonstrate having working knowledge and experience relating to financial management and disbursement in projects and hands on experience in handling financial aspects of procurement.
- Demonstrate having working knowledge of at least one window-based accounting package and be conversant with Microsoft Office Suite of applications
The Project Accountant will be recruited on an individual contract basis initially for a period of three (3) years renewable annually with the possibility of extending the contract subject to the performance of the candidate. The performance will be measured based on timely and accurate financial reporting, compliance with fiduciary requirements of the World Bank and Government of Malawi, cashflow and budget management, audit and reconciliation, management of financial records and timely and effective communication regarding financial matters to relevant stakeholders. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual (INDV) selection method set out in the Procurement Regulations.
