Project Management & Implementation Unit Strengthening Social Protection Delivery System in Sindh Sindh Social Protection Authority Social Protection Department Government of Sindh REQUEST FOR EXPRESSIONS OF INTEREST Assignment Title: Selection of Senior Specialist Policy & Research as an Individual Consultant under SSPDS Credit No.: IDA / 7229-PK The Government of Sindh (herein after called Borrower) has received financing from the International Development Association (IDA) (the Association) in the form of a credit (hereinafter called credit) towards the cost of strengthening social protection delivery system in the Sindh Province . The Project Director, Project Management & Implementation Unit, Strengthening Social Protection Delivery System in Sindh and it is intended to apply part of the proceeds of this credit for payments to the following Individual Consultant on contract basis to be procured under this project. Position Qualification Experience & Skills Senior Specialist Policy & Research

• At least 18 years of education in relevant social sciences (economics, public policy, public administration), or any other field related to policy and research.
• A PhD degree is mandatory.
• Eight (8) years leading impact evaluations end-to-end (design to dissemination), preferably in social protection; demonstrated record of empirical research and publications/ working papers.
• Deep expertise in causal inference, experimental/quasi-experimental designs, survey methodology, sampling/power, measurement, cost-effectiveness, and mixed-methods integration.
• Experience with social protection delivery systems, targeting, payments, grievance redress, and inclusion/exclusion metrics is a plus.

Technical skills:

• Proficiency in Stata/R/Python; strong command of reproducible research practices, data governance, and QA/QC standards.
• Ability to translate technical findings into policy-relevant insights for senior decision-makers; strong writing and presentation skills.
• Proven track record of managing research teams, consultants, and field vendors.
• Faculty or senior researchers from leading institutions or equivalent; experience partnering with reputable international research organizations is a plus.
• Experience in project management/ implementation, planning and design of large-scale social protection/development programs.
• Familiarity with government structures, operations, and procedure.
• Excellent communication skills in English and Urdu and ability to work effectively in a multi-disciplinary team.
