Project Management & Implementation Unit Strengthening Social Protection Delivery System in Sindh Sindh Social Protection Authority Social Protection Department Government of Sindh REQUEST FOR EXPRESSIONS OF INTEREST Assignment Title: Selection of Senior Public Health Specialist as an Individual Consultant under SSPDS Credit No.: IDA / 7229-PK The Government of Sindh (herein after called Borrower) has received financing from the International Development Association (IDA) (the Association) in the form of a credit (hereinafter called credit) towards the cost of strengthening social protection delivery system in the Sindh Province . The Project Director, Project Management & Implementation Unit, Strengthening Social Protection Delivery System in Sindh and it is intended to apply part of the proceeds of this credit for payments to the following Individual Consultant on contract basis to be procured under this project. Position Qualification Experience & Skills Senior Public Health Specialist
- Advanced Degree in Public Health, Health Policy, Epidemiology, or a closely related field.
- Eight (08) years of experience in public health, with exposure to MNCH service delivery in Pakistan/Sindh and experience with demand-side programs such as conditional cash transfers or results-based financing is a plus.
- Demonstrated ability to develop and implement operational manuals/SOPs, define verification protocols and indicators, and contribute to dashboards and routine monitoring.
- Experience working with government counterparts and vendors is a plus.
Technical skills:
- Familiarity with health information systems (e.g., DHIS2/HMIS) and integration with registries/MIS.
- Strong communication, facilitation, and stakeholder coordination skills; ability to translate technical content for policy and operational audiences.
