The project is co-financed through a Grant from the Global Partnership for Education (GPE) and a concessional loan/credit from IDA. The Ministry intends to use part of the project funds to finance the services of a Social and GBV Specialist , who shall be an integral part of the Project Delivery Team (PDT). The Social and GBV Specialist will work under the direct supervision of the Project Coordinator. The Project will support the Government in implementing a defined strategy to improve foundational learning and access in public primary schools and to strengthen the education system in Liberia. To do this, the project will use a combination of investment project financing (IPF) and results-based financing (RBF). The Project’s development objective (PDO) is to improve foundational learning and access in public primary schools and to strengthen the education system. This will be achieved through the following components:
- Improving foundational learning for all
- Increasing access for all
- System Strengthening to deliver foundational learning
- Project Management and Technical Assistance

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the required Services. The shortlisting (qualification) criteria are listed as per the Terms of Reference. Applicants must have minimum qualifications and experience as per the Terms of Reference. Applicants will be selected in accordance with the Individual Consultant Selection ( INDV ) as set out in the World Bank Procurement Regulations for IPF Borrowers dated July 2016, as revised in September 2025. The deadline for submission of Expressions of Interest is 27th February, 2026 by 1600 hours (4 pm GMT).
