Madhesh Province Seeks Consultants for Road Improvement Program

Interested Consultants should provide detailed curriculum vitae demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria for Contract Management and Procurement Specialist (CMPS) are: Minimum Master Degree in Business Administration/ Commerce/ Management/ Engineering/Economics/ or equivalent from a recognized University/Institution, Minimum 15 (Fifteen) years of general experience, Minimum 5 (Five) years of specific working experience in Public Procurement implementation supports including procurement operations and contract management.

Minimum 3 (Three) years of specific procurement and contract management experience in development projects financed by Development Partners (DPs) Provincial Quality Monitor (PQM) are: Master’s degree in civil engineering or equivalent from a recognized University/Institution, Minimum Fifteen (15) years of general experience, Minimum Five (5) years of specific experience in roads design and construction, bridge construction, Quality/ Material Engineer, Material Lab In-Charge in highway construction projects, or teaching Quality Control Procedure at university level and Site supervision in highway construction, Minimum 3 (Three) years of specific experience in DP funded road and bridge construction works, The applicant must be registered in Nepal Engineering Council (NEC) Road Maintenance Engineer (RME) are: Bachelor degree in Civil Engineering or equivalent from a recognized University/Institution, Minimum Ten (10) years of general experience.

Minimum Five (5) years of specific experience in field of rural construction, rehabilitation and maintenance, Minimum 3(Three) years of specific experience in DP funded road and bridge construction works, The applicant must be registered in Nepal Engineering Council (NEC) Road Maintenance Sub Engineer (RMSE) are: Diploma degree in Civil Engineering or equivalent from a recognized University/Institution, Minimum Five (5) years of general experience, Minimum three (3) years of specific experience in field of rural construction, rehabilitation and maintenance, Minimum 2 (Two) years of specific experience in DP funded road and bridge construction works.

Social Mobilizer (SM) are: At least +2 or equivalent level of academic qualification. Shall have at least 1 (One) year of experience in social mobilization in infrastructure related projects.

Environmental Risk Management Officer (ERMO) are: Bachelor's Degree in Environmental Science/Environmental Engineering/Environmental Management from a recognized University/Institution, Minimum five (5) years of general experience in Environmental Safeguard/Risk Management works, minimum three (3) years of specific experience in roads’ Environmental Safeguard/Risk Management Works, including two (2) years of specific experience in working with Development Partner-funded projects.

Social Risk Management Officer (SRMO) are: Bachelor’s Degree in sociology/Rural Development or other relevant field from the recognized University/Institution, Minimum five (5) years of general experience, Minimum three (3) years of specific working experience in roads Social Safeguard works, Minimum two (2) year of specific experience in Development Partners (DPs) roads’ Social Safeguard Works.

Road Safety Engineer (RSE) are: Master’s degree in Highway/Transportation/Road Safety or equivalent from a recognized University/Institution, Minimum 10 (Ten) years of general experience, Minimum 5(Five) years of specific experience in the road safety sector. Relevant experience in the road safety engineering expert, including undertaking safety audits.

Minimum 3(Three) years of specific experience in DP-funded road and bridge construction works The applicant must be registered in the Nepal Engineering Council (NEC). The attention of interested Consultants is drawn to Section III of the Procurement Regulations for IPF Borrowers Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
