Scope overview

The New York City (NYC) Human Resources Administration (HRA)/Department of Social Services (DSS) is seeking appropriately qualified proposers to directly provide medical review services to Medicaid-eligible individuals who are medically and/or physically disabled and/or frail elderly.

The Proposers shall provide the medical personnel (staff) necessary to perform ongoing professional services for the Home Care Services Programs (HCSP) of HRA.

The staff shall provide medical expertise in assessing the service needs of home care applicants and recipients (hereinafter referred to as clients) and offer professional judgements as to the clients appropriateness for home care and other related services, as well as the type and level of care which shall best meet the clients needs.

The staffs decisions on appropriateness, type, and level of care shall be based on the staffs professional judgement, Federal and New York State (NYS) Medicaid regulations, and the HRA HCSP Guidelines for Home Care. Final Determination of a clients eligibility is the sole responsibility of DSS/HRA.
