ET-EEP-405561-CS-CQS The Federal Democratic Republic of Ethiopia /Recipient/ has received financing from the World Bank toward the cost of the Power Sector Reform, Investment and Modernization in Ethiopia (PRIME-1) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include but not necessarily limited to hereafter to conduct Consultancy service to identify capability gap & propose HR development strategy, Specify management development interventions, & prepare the roadmap. A comprehensive HR strategy is essential to guide and streamline HR activities, ensuring that they effectively support the organization’s overarching goals.

This strategy should include clear roadmaps outlining the responsibilities of HR, innovative work design, well-defined policies and procedures, and metrics to assess process efficiency and effectiveness. Additionally, it is crucial to empower HR staff through training and exposure to best practices in strategy implementation.

To facilitate this transformation, EEP seeks to develop a world-class HR strategy that will serve as a vital tool for achieving corporate objectives. Engaging a qualified consultant to design and assist with the implementation of this HR strategy is a key step toward enhancing organizational performance.

The Ethiopian Electric Power (EEP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Core business and years in business ; Relevant Experience in the field of assignment; and Technical and managerial capability of the firm.

Individual experts’ bio data/CV is not required and Key Experts will not be evaluated at the shortlisting stage. The shortlist will contain five to eight firms.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”), dated July 2016 and revised in September 2025, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultants Qualifications-based Selection (CQS) method set out in the Procurement Regulations. Further information can be obtained at the address below during office hours from Monday to Friday, 8:30 AM to 5:00 PM local time.

Expressions of interest must be delivered in a written form to the address below in person or by Email on or before December 18, 2025, 4:00 PM local time (Addis Ababa, Ethiopia) The submittals should be presented in English. Interested consultants must submit the following documentation: One (1) original signed hard copy of the Expression of Interest (EOI).

One (1) electronic version of the signed EOI in PDF format, submitted either: on a USB flash drive attached to the hard copy submission or Via email to the address indicated below. Note The electronic version must be a scanned copy of the signed original. Submissions are considered valid if received by the deadline.
