IBRD 9380-AO Project ID: P177004 Title: HYDRAULIC RURAL WORK’S SUPERVISION ASSISTANT ENGINEER Reference No.: 76ACS2/UCP/R/25 The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA, and intends to apply part of the proceeds of the financing to procure the services of an individual consultant for the position of a Hydraulic Rural Work’s Supervision Assistant Engineer in the Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA).

Under the overall guidance of the Executive Project Coordinator and the direct supervision of the senior rural water supply specialist (SRWS) the Hydraulic Rural Work’s Supervision Assistant Engineer will be hired to. Support quality control and ensure quality performance of supervision consultancy firms (and their sub consultants, if that is the case) working on RECLIMA project sites.

Closely follow up and support the coordination with supervision consultancy firms working on RECLIMA project sites regarding timeliness and quality of Works execution. Schedule and coordinate with supervision consultancy firms site visits and inspections to RECLIMA project sites for the follow up of Works execution.

Full description

Support in review of the technical and financial reports (progress reports) presented by the supervision consultancy firms and any requests submitted by them regarding contract time extensions, variation orders, modifications or suspensions, and any prior approval on behalf of the RECLIMA Coordination.

Keep records of supervision consultancy firms, analyze and provide comments to the approval of payments for works measured, and, if necessary, provide corrections (if any). Alert the senior Rural Water Supply (SRWS) of any potential risk for social and environmental impacts according to the ESMF of RECLIMA. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.). The Consultant must have the following qualifications: Degree in Civil, Hydraulic.

The Consultant must have at least 5 years of professional experience, At least 3 years’ experience in planning, design, construction or supervision of civil works. Working experience in a similar World Bank or other internationally financed projects. The Consultant must have working knowledge of Microsoft Word and Excel.

The Consultant should have worked experience in developing countries; experience in sub-Saharan countries will be a plus. The Consultant should be fluent in Portuguese and have working knowledge of English language. The duration of the assignment will be for a period of 12 months, on a full-time basis, with possible extension upon satisfactory performance.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020 (“Procurement Regulations”) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection Method for Individual Consultant set out in the World Bank Procurement Regulations paragraph 7.34.
