MK-MES-523295-CS-INDV/AF009-25 The Republic of North Macedonia has received financing from the World Bank toward the cost of the Primary Education Improvement Project and intends to apply part of the proceeds for the following consulting services: Impact Evaluation Specialist for the Extended School Stay (Whole Day School-WDS Model) in Primary Schools.
The objective of the assignment is to conduct an impact evaluation of the extended school stay (WDS Model) in primary schools in North Macedonia, with the aim to assess (i) the impact of after-school clubs and activities on students’ academic performance and motivation; (ii) the effect on students’ well-being (social skills, self-confidence, satisfaction with school life); (iii) the influence on parents’ time management, engagement, and satisfaction; (iv) the effect on teachers’ professional development, skills, and motivation; and (v) the overall contribution of the WDS model to teaching and learning quality, school effectiveness, and student performance at national and international levels.
Expected duration of the services is January 2026- January 2028. Interested Consultants should provide their letter of interest, professional biography (CV) and other relevant documents/information demonstrating that they have the following required qualifications and relevant experience to perform the Services: • Master’s degree in economics or similar discipline; • Experience with at least 2 impact evaluations undertaken in the past 10 years.
• Relevant experience in impact evaluation in education; Experience with impact evaluation in developing countries, particularly in North Macedonia and/or the Western Balkan region would be an advantage; • Analytical, problem-solving and quantitative skills, including statistical packages; • Publication track record is desirable; • Experience in World Bank or other IFIs funded projects will be an advantage; • Excellent English language skills.
The Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations for IPF Borrowers dated February 2025 (“Procurement Regulations”). Further information can be obtained at the address below during office hours [08:30 to 16:30].
