Consultancy Services for Bridge Construction Supervision on Lao National Road 13 South

This selection process is governed by the applicable legislation of Lao PDR, including the remedy mechanism available to tenderers and the procedures for settlement of disputes. Consultants’ selection is carried out in line with EIB’s Guide to Procurement, based on the Quality and Cost Based Selection procedure.

The contract shall be placed under Restricted Tendering with two-envelope system, without prequalification. The Government of Lao PDR has received financing from the European Investment Bank (EIB) toward the cost of the Lao Resilient Roads Framework Loan Project (91.077) with a duration of 8 years starting from middle of year 2019.

The Ministry of Public Works and Transport (Department of Roads) is upgrading the priority section of National Road 13 South between Vientiane and Thakek with support from the World Bank/EIB/AIIB. The widening of the existing bridges was not considered in the upgrading, therefore, MPWT is now intending to duplicate 8 priority bridges on this section from EIB funds.

The Ministry of Public Works and Transport of Lao PDR is now preparing to invite sealed Bids from eligible Bidders for Works and Services to be performed for the National Road 13 South road section.

The Works include the bridge construction with Reinforced Concrete, Prestressed Concrete, and mixed Steel/Concrete types of structures, as well as the road access works which involve earthworks, drainage, slope stabilization, pavement and road furniture works.

The works are to be completed in conformance with the technical specifications and expected to be carried out over a period of 24 months followed by a 1-year defect liability period. The Department of Roads (DOR) of the Ministry of Public Works and Transport (MPWT) will be the lead implementing agency for this sub-component.

Services under this tender include Implementation Support and Work Supervision (ISWS) Consultancy Services for the Construction of 12 New Bridges Along NR13 South in Bolikhamxay (9) and Khammouan (3) Provinces.

The Consultant shall be responsible for supervision of Contractor performance and implementation support to DoR/MPWT and EDPD/PTI during the implementation of the Project (NR13S) including ensuring full compliance with the E&S measures as required by the EIB and GOL and prepare the reporting on these. The objective of the Assignment is to support the Employer in overall implementation and supervision of the project.

The services include but are not limited to: (a) monitoring compliance with requirement of technical specifications of the works (Construction works for upgradation of 12 existing Bridges); (b) acting as FIDIC Engineer for the supervision of 2 red FIDIC contract, one for the 8 bridges under EIB and one for the 4 bridges under AIIB; (c) advising the Employer on all facets of upgrading works of Bridges; (d) review and recommend approval of the Contractor's Site-Specific Environment and Social Management Plan (SS- ESMP); (e) monitor the Contractor's compliance with the project safeguards requirements.

The Services shall be carried out in compliance with best international practices. The Consultant is expected to start the assignment in parallel with the works by the selected Contractor, which is planned for November 2025. The assignment covers construction works period for an estimated total 24-months period and additional 12 months of Defect Liability Period.
