REQUEST FOR EXPRESSION OF INTEREST INDIVIDUAL CONSULTANT FOR PREPARATION OF SITEPLAN & DED FOR LIFULEO VILLAGE Loan No. IBRD-94980 Reference No. ID-MMAF-510322-CS-INDV The Ministry of Marine Affairs and Fisheries has received financing from the World Bank toward the cost of the Oceans for Prosperity Project (henceforth LAUTRA). The LAUTRA Project is a strategic initiative aimed at strengthening the sustainable management of Indonesia’s marine protected areas. Its main focus is to preserve marine and coastal resources (MCR) through an ecosystem-based approach while also creating viable and sustainable livelihood alternatives for communities living in and around conservation areas. These efforts are undertaken to ensure that marine biodiversity protection also provides direct benefits to coastal community welfare. In its implementation, LAUTRA not only focuses on conservation aspects but also promotes the strengthening of the local economy through the development of potential sectors such as capture fisheries, aquaculture, and nature-based tourism. These three sectors were chosen because they hold significant economic potential and can be developed sustainably if managed with the right approach. Therefore, this project plays an important role in reducing pressure on natural resources by providing environmentally friendly and competitive alternatives. The Ministry of Marine Affairs and Fisheries, through the Directorate of Marine Services, promotes strategies to increase economic opportunities for local communities through the development of marine tourism in conservation areas. Community-based marine tourism development, supported by infrastructure and facilities as well as sustainable productive economic assistance, is expected to increase local community income and provide opportunities for communities living in and around conservation areas to develop their businesses. As for construction-related facilities and infrastructure, they must be preceded by the preparation of a site plan and DED in order to obtain design drawings and cost estimates for these facilities and infrastructure. These design drawings and cost estimates will be used as a reference for the procurement of goods and services. Therefore, the Directorate of Marine Services, Directorate General of Marine Management, will recruit an individual planning consultant to prepare the site plan, Detailed Engineering Design (DED) and cost estimates. The activity will be executed by 1 (one) Individual Consultant for 1 (one) month from the start date. Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc. including a cover letter and reference letter). The qualification criteria are as follows:
- Master degree (S2) in a relevant field (e.g., Civil Engineering, Architecture).
- Has 7 years of experience in construction planning services or in similar assignments related to construction services
- At least have a certificate of expertise competency in construction services (SKK) with associate level (Madya)
- Able to operate/master civil engineering software (e.g., AutoCAD, SketchUp, etc.)
- Has experience in preparing site plans, Detailed Engineering Designs (DED), or other similar planning assignments relevant to infrastructure development, with a track record of at least one completed project in government or private sectors within the last several years.
- Preferably domiciled in East Nusa Tenggara Province (NTT).
