• The People’s Republic of Bangladesh has received a credit from the International Development Association (IDA) towards the cost of the Bangladesh Sustainable Recovery, Emergency Preparedness and Response Project (B-STRONG). The LGED, an implementing agency of the Project intends to apply a part of the proceeds of this credit to eligible payments under the contract for which this Request for Expression of Interest is invited.
• Scope of Services: The Scope of Services of the Consultant includes, but not limited to the following: to maintain register, books and other records; facilitate classification and analysis of financial information; check and verify bills and cheques; prepare documents for timely replenishment of donor's fund; prepare annual budgets; revise budget and financial plan and annual and quarterly disbursement forecast; attend and participate in project review meetings; liaise with Chief Accounts Office of concerned Ministry and both external and internal auditors for facilitating smooth implementation of the project activities. The role further requires the ability to prepare DPP, RDPP, restructuring of Financing Agreement and Project Completion Report (PCR).
• Duration: The duration of the consultancy services is tentatively up to the project completion date of June 30, 2029; assignment expected to start from November 1, 2025.
• Selection Procedures: The Project Director, B-STRONG, now invites the eligible Applicants to submit the Expressions of Interests (EoI) for providing the services. The interested Applicants need to provide information demonstrating that s/he has the required qualifications and relevant experience to perform the services. The selection criteria are –

Educational Qualification: Master of Commerce in Accounting/Finance or MBA with major in Accounting/Finance. Candidate having fully or partly professional accountancy degree (CA/ACCA/CMA/ equivalent) will get preference. Experience: At least 12 years of experience in financial management with at least 5 years’ experience in a managerial position in any government/semi-government organizations or with international donors, implementing development projects being actively involved and fully conversant with the large contract payments, GOB budget, fund release and reporting formalities, knowledge regarding rules and regulations for budgeting, accounting, financial reporting and auditing. Other requirements are mentioned in the TOR. Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.

• The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
• Detailed Terms of Reference (ToR) and other information will be available upon request from the address provided below either through email or in person. ToR is also available in LGED’s website: www.lged.gov.bd.
• The consultant will be selected following the Selection of Individual Consultant method as set forth in the World Bank Procurement Regulations.
• Expression of Interest needs to be submitted (either through e-mail or in person or by mail) to the Project Director’s Office by 14:00 local time (GMT+6:00 hours) on October 15, 2025. Please clearly mention “Expression of Interest (EoI) for Selection of Senior Financial Management Specialist (Individual) under B-STRONG (LGED) in the e-mail’s subject line or on the top of the envelope.
