RECOVERY OF ECONOMIC ACTIVITY FOR LIBERIAN INFORMAL SECTOR EMPLOYMENT (REALISE) PROJECT Capitol Bye Pass, Old Maternity Center, 1st Floor Monrovia-Liberia REQUEST FOR EXPRESSIONS OF INTEREST Assignment Title: Prototyping Food and Nutrition Security (FNS) Innovations through Value Addition, Food Preservation, and Culinary Diversification in Rural Liberia Reference No.: LR-LACE-527512-CS-CQS The Liberia Agency for Community Empowerment has received financing from the World Bank and Agence Francaise De Developpement toward the cost of the Recovery of Economic Activity for Liberian Informal Sector Employment Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) herein mentioned is the contract for Prototyping Food and Nutrition Security (FNS) Innovations through Value Addition, Food Preservation, and Culinary Diversification in Rural Liberia . This contract is expected to run for four (4) months. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://realise.liberiasp.gov.lr/wp-content/uploads/2026/03/TOR-FNS-Prototyping-REALISE.pdf. The Liberia Agency for Community Empowerment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualification and relevant experience to execute the assignment. To be shortlisted, all firms must:

  • Demonstrate the capability to develop climate-smart preservation optimization models using key climatic variables (humidity, solar radiation, temperature, rainfall) to reduce aflatoxins and spoilage of crops;
  • Provide evidence of having delivered Climate Smart Agriculture, Climate Information Services, and Food and Nutrition Security (FNS) training in Liberia within the past 18 months including working with Liberia Agency for Community Empowerment, Ministry of Youth and Sports and Ministry of Gender, Children and Social Protection; and
  • Have ability to design and deploy digital, SMS-based behaviour-change communication systems capable of disseminating FNS advisory messages.

In addition, the firm’s management must have the following staff with qualifications and experience as:

  • Project Manager
  • A master’s degree in economics, agriculture, social protection, agribusiness development, food sciences, or other related fields;
  • Have over 7 years of experience with data collection and dissemination, social protection or rural development projects in West Africa, ideally in Liberia;
  • Has led multiple research projects (qualitative and quantitative) and capacity-building initiatives, including training on technology solutions in Liberia;
  • Have extensive expertise in climate-smart and sustainable agriculture, food and nutrition security and social protection in Liberia; and
  • Have valid passport and willingness to travel to/within Liberia, specifically to CLAS-FNS targeted counties
  • M&E Officer
  • Must have a minimum of an associate degree in Business Management or Social Sciences or a diploma in M&E Training from a recognized institution;
  • Must have had at least 2-year experience in monitoring and evaluation activities; and
  • Be able to design and implement M & E activities, and provide project updates on results/indicators
  • Project Officer
  • Must have a minimum of associate degree in any of the Social Sciences;
  • Must have a minimum of at least 3 years of project management experience;
  • Experience in monitoring and evaluation and facilitation of project planning, documentation, and communications; and
  • Experience in using participatory approaches e.g., Participatory Rural Appraisal (PRA) or Participatory Learning and Action (PLA) methodologies

Applicable Guidelines The Applicable guideline for this recruitment is: World Bank Procurement Regulations for IPF Borrows dated July 2016, revised November 2020. Attention of interested Consulting firms is drawn to paragraph 3.14 of these Regulations, setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) Method set out in the aforementioned Procurement Regulations for IPF Borrowers.
