Subject matter and scope of the contract BLT Baselland Transport AG is procuring a cloud-based HCM suite (SaaS).
The subject matter is the delivery, implementation and operation of an integrated solution for: Core HR / organisational management Recruiting & onboarding (including contract generator and e-signature or equivalent) Time and absence management Role and authorisation management Reporting/analytics The solution should be largely fit-to-standard and support web/mobile self-services and seamless audit trails.
Binding integrations into the client's existing system landscape (no substitution of target systems): Microsoft Entra ID: SAML or OIDC SSO and automatic provisioning in Entra/AD (SCIM or equivalent) SwissSalary 365 (payroll; existing system): via open APIs (OData/REST or equivalent) Microsoft Dynamics 365 Business Central: via open APIs (OData/REST or equivalent) These systems are mentioned solely for the purpose of clearly defining the existing environment and interoperability requirements.
The scope of services includes in particular: Provision of the HCM suite as SaaS, including the necessary usage rights/licences for the contract term (basic term including renewal options) Design/configuration Data migration (initial load) Implementation of interfaces Test stages Training/enablement Go-live support SaaS operation, including maintenance/support in accordance with SLA Data protection and information security : Data storage in Switzerland/EU/EEA or adequate countries, processing in accordance with the DSG/GDPR, recognised security certification (e.g.
ISO 27001 or SOC 2) and a concept for exit and data transfer. No lots, variants or partial bids are permitted.
