Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, September 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations, in addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

Bidders should note that to qualify for award of the contract they are required to meet certain minimum qualifying criteria as provided in Section III (Evaluation and Qualification Criteria) of the Bidding Document, which includes the following. (i).

Experience as prime contractor they should have successfully completed at least two (2) contracts of similar nature and complexity within the last ten (10) years, each of minimum value USD 14 million or one contract with minimum value of USD 28 million. (ii).

Average Annual Turnover of USD 25 million calculated as total certified payments received for contracts in progress or completed, within the last five (5) years, divided by 5 years. (iii). Minimum amount of liquid assets and/or credit facilities net of other contractual commitments of USD 4.5 million ; and (iv).
