1. The Government of the Republic of Cabo Verde has received from the International Development Association – IDA/ World Bank (hereafter named “World Bank”), a Credit (hereinafter called “Credit”) toward the costs of the Health Security Project in West and Central Africa and intends to apply part of the proceeds for consulting services.

The objective of this Project is to increase regional collaboration and health system capacities to prevent, detect and respond to health emergencies in Cabo Verde. 2.

The objective of this Consulting Service (“the Service”) – is to strengthen the institutional capacities of public clinical, veterinary, and public health laboratories in Cabo Verde through training and technical assistance for the implementation of a Quality Management System (QMS) in line with ISO 9001 and ISO 15189 standards.

The assignment is expected to take about 60 (sixty) working days from the date of signing the contract. 3.

The detailed Terms of Reference (ToR) for the assignment can be requested by the email address below, from 8:00 AM until 4:00 PM (local time), during working days, or can be found published at the following websites: https://www.mf.gov.cv/web/mf/outras-publicacoes / https://ugpe.gov.cv/concursos?projeto=P179078 4.

The Unidade de Gestão dos Projetos Especiais (UGPE) now invites eligible eligible individual consultants (Consultant) to express their interest in providing this service. Interested individuals consultants must provide information indicating that they are qualified to perform the services.

A Letter of Interest duly signed and updated Curriculum Vitae indicating namely, description of similar assignments, experience and contact references in similar service are required . 5.

To be selected, the individual Consultant must have the following qualifications: Academic qualifications: Higher education, preferably master's or doctorate, in areas such as: Engineering (Industrial, Production, Chemical, Biomedical and related); Management or Administration; Health Sciences or Biological Sciences; in Quality or related areas.

Experience: At least 15 (fifteen) years' professional experience; At least 10 (ten) years' proven experience in planning and drawing up QMS implementation documents; Proficiency in the requirements of ISO 9001 and ISO 15189 and in carrying out internal audits of the respective standards; Proven professional work experience in and/or with international and national health organisations (human, animal and environmental) or related institutions.

Skills: Interpretation and practical application of ISO 9001 and ISO 15189; Ability to perform gap analysis (compliance diagnosis); Preparation of quality manuals, procedures, work instructions and forms; Structuring documentation in accordance with regulatory requirements; Definition and monitoring of quality performance indicators; Conducting internal audits and supporting external audits; Identification of non-conformities and proposal of corrective actions; Application of tools such as PDCA, 5 Whys, Ishikawa, FMEA, among others; Analysis of organizational, laboratory and process risks; Planning of preventive actions; Training and awareness raising of quality professionals; Clear communication of regulatory requirements to technical and administrative areas; Knowledge of complementary standards such as ISO 17025, ISO 31000, ISO 35001, Good Laboratory Practices (GLP) and biosafety; Good analytical skills for processing qualitative and quantitative information, formulating reports and systematizing information; Excellent interpersonal skills and good communication skills; Leadership and teamwork skills.

Language skills required: Proficiency in Portuguese, both oral and written. 6. The attention of interested firms is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July and revised on February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest published on the World Bank website. 7.

An individual consultant will be selected under the Individual Consultant Selection (ICS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers”, July 2016 edition, revised on February 2025. 8.
