REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country: Mongolia The project name: Livestock commercialization project Assignment Title: The Development of a comprehensive project file for relocating the State Central Veterinary Laboratory: International consultancy services for developing a strategic plan to upgrade laboratory capabilities and preparing detailed technical specifications for the architectural and technical drawings Reference No : CS-CQS-C1-21/2024-01 The Ministry of Food, Agriculture and Light Industry (MOFALI) is implementing the “Livestock Commercialization Project” with support from the World Bank and financing from the International Development Association (IDA).
Component 1 of the project aims to improve animal health services. Within this framework, it supports and collaborates in strengthening the capacity of the State Central Veterinary Laboratory (SCVL), which provides professional and methodological oversight to veterinary laboratories at the aimag, capital city, soum, and district levels.
In recent years, the Government of Mongolia has pursued a phased decentralization policy, relocating certain state institutions from Ulaanbaatar to regional areas, taking into account their mandates, operational scope, and service accessibility. Notably, Resolution No.
21 of the State Great Khural dated August 27, 2024, approved the Government Action Plan for 2024–2028, which includes the relocation of the Ministry of Food, Agriculture and Light Industry and its affiliated agencies to Darkhan-Uul aimag.

To support the implementation of this policy, an invitation is being extended to select national and international consultancy firms to develop comprehensive project file for the relocation of the State Central Veterinary Laboratory (SCVL) facility.
The consultancy services will include (i) development of architectural and technical drawings and cost estimates, (ii) development of a technical and economic feasibility study, and (iii) conducting an environmental baseline assessment under the national consultancy scope; and (i) development of a strategic plan to upgrading the laboratory capacity and (ii) preparation of detailed technical specifications for the architectural and technical drawings under the international consultancy scope.
The detailed Terms of Reference are provided in the Annex 3 . The Ministry of Food, Agriculture and Light Industry (MOFALI) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should submit information demonstrating that they possess the required qualifications and relevant experience to perform the Services.
For detailed consultant requirements, please refer to the Terms of Reference provided in the Annex. The firm selected to carry out this international consultancy assignment shall have a minimum of ten (10) years of experience in the field of veterinary diagnostics and food safety laboratory services.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification based Selection method set out in the World Bank’s Procurement Regulations for IPF Borrowers. Only selected firm through this expression of interest process will be invited to submit a technical and financial proposal.

Proposals will be evaluated based on the electronic submissions; however, hard copies of the same materials may be accepted prior to contract award. Please note that any discrepancies between the hard copy and the electronic submission will constitute grounds for rejection of the contract award.
