REQUEST FOR EXPRESSIONS OF INTEREST Georgia KAKHETI CONNECTIVITY IMPROVEMENT PROJECT Project ID : P173782 Loan No : 9361-GE Assignment Title : International Materials Engineer Reference No . KCIP/CS/ICS-08 The Government of Georgia has received financing from the World Bank toward the cost of the Kakheti Connectivity Improvement Project and intends to apply part of the proceeds for consulting services.

The Roads Department of the Ministry of Infrastructure of Georgia (RDMRDI) now invites eligible Individual Consultants (“Consultants”) to express their interest in providing the following services: International Materials Engineer. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The CVs of the candidates should cover the requested information. The International Materials Engineer will be responsible for approving material sources, mix designs, and testing procedures; supervising all material testing to ensure compliance with specifications and international standards; advising on local material suitability; guiding quality control; and certifying compliance through documentation.

The role also includes field monitoring and coordination with the RD, World Bank, consultants, and contractors, providing guidance on best practices.

Preferably 10 years of relevant professional experience in materials engineering, particularly related to road construction projects including significant experience in working on MDB-funded projects in sensitive environments.

Proficient in laboratory and field testing of construction materials, familiar with international standards (ASTM, AASHTO, DIN), and capable of preparing detailed technical reports Experience of working in institutional and physical environments similar to those prevailing. Ability to utilize and share knowledge and best international practices to benefit works contractors and supervisions consultants.

Ability to work both independently and within teams. Possess superior verbal and writing communication skills in English language. The period of the consultancy services shall be 24 months (with possibility of downstream extension, subject to satisfactory performance) and the remuneration will be time-based.

Note: The Road Department reserves it’s right to verify submitted references and use obtained information for evaluation purposes. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any payment in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the Client under the contract.
