TF C4589-UZ Assignment Title: Expert for medical rehabilitation Reference No. (as per Procurement Plan): U Z-INSON-CS-IC-3.1.1.10 The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) assistance for the NASP staff in the area of rehabilitation services (physical medicine and rehabilitation – PMR): – study and analysis of the actual state of provision of rehabilitation services in the Republic of Uzbekistan; – analysis of the level of effectiveness of rehabilitation in the republic; – study of the activities of rehabilitation centers and the state of rehabilitation provided to persons with disabilities; – preparation of proposals for organizing the activities of the territorial social service centers (TSSC); – preparation of proposals on the types of rehabilitation services to be provided by the TSSC and rehabilitation centres; – preparation of proposals on the procedure for providing rehabilitation services by the TSSC and rehabilitation centers, as well as on the categories of the population to whom these services will be provided.
The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below. The NASP now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: Education Education degree in the field of physical medicine and rehabilitation. Experience At least 10 years of professional experience in the field of physical medicine and rehabilitation. Excellent and proven track record in completing tasks specified in the TOR. Experience working with international organizations, including the World Bank or UN agencies, is an asset.
Skills Possession of strong analytical and integrative knowledge Demonstrate openness to change and the ability to overcome challenges. Ability to search, collate and integrate information from colleagues, collaborating institutions and stakeholders. Ability to gather comprehensive information and identify risks, bottlenecks and opportunities for improvement. Excellent communication and report-writing skills.
Proficiency in English; knowledge of Uzbek or Russian is an asset. Functional competencies Ability to gather comprehensive information and to identify risks, bottlenecks, and improvement opportunities. Demonstrates integrity and high ethical standards, professionalism, and responsibility. Demonstrates cultural, gender, religious, racial, national and age sensitivity and adaptability.
Excellent interpersonal skills, proven ability to work in a team and cross-cultural environment with minimal supervision. Ability to work in different institutions in a spirit of cooperation. Integrity and efficiency in fulfilling obligations and achieving results. Effective collaboration with stakeholders, including government bodies, private sector representatives, and international partners.
Strong integrative and systematic thinking adjustment of social service delivery chain. The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
