Atlantic Standard Time, Wednesday, December 10, 2025 1. The Government of Sint Maarten (GoSXM) has received financing from the World Bank toward the cost of the Sint Maarten Wastewater Management Project and intends to apply part of the proceeds for consulting services under this request for expression of interest. 2.

The Government of Sint Maarten (GoSXM), represented by the National Recovery Program Bureau (NRPB) is looking to select an experienced (international or national) firm for a consultancy service for Design and Construction Supervision of Private House Connection Works undertaken as a part of the Sint Maarten Wastewater Management Project.

The main objective of this assignment is to conduct a comprehensive inventory of all households and other public and private plots to be impacted by the sewerage infrastructure project, aimed at improving sanitation and environmental health by connecting public and private establishments and households to the municipal sewerage network in Cul de Sac.

The Consultant selected to undertake this assignment shall administer door-to-door surveys and awareness campaigns, manage engagement and agreements with stakeholders (householders, homeowners, tenants, businesses, schools, churches, governmental institutions, etc.), and maintain a robust monitoring database.

The Consultant shall also develop the engineering designs and technical specifications for the connections and shall supervise the associated civil works, which will be executed by an independent Contractor; the Consultant will thereby exercise the authority of “the Engineer” (i.e., the Employer’s representative) under the assignment. 3. The scope of services under this consultancy covers the following: a.

Informing stakeholders, through door-to-door visits, about the project's objectives, impacts, benefits, costs, implementation process and timeline, and specific effects on their properties b. Conducting a full inventory of all stakeholders consisting of private, institutional or commercial plot owners that will be impacted by/benefit from the sewerage project c.

Explaining the agreement to connect and collecting signed agreements from stakeholders consenting to the connection process under predefined terms d. Creating and maintaining a centralized database for tracking the status and outcomes of each stakeholder visit and the associated agreements. e.

Designing the house connections for the individual houses/buildings/establishments/ plots, including obtaining the necessary approvals from the plot owners as well as the Employer f. Inventory of the insfrastructures to be decommissioned like the septic tank or the soak pits. g. Supervising the construction work of the Contractor during implementation phase.

The detailed scope and deliverables of the assignment are available in the Terms of Reference (TOR). The consulting services are to be provided over an estimated 24 months; this assignment will be on a lump-sum basis (firm fixed price) for all services and expenses. 4.

The Consultant shall ensure that all activities are implemented in accordance with the quality standards, time and budget elaborated in the contract document, in order to comply with the Project's objective. 5. The National Recovery Program Bureau (NRPB) now invites eligible firms (“Consultant”) to indicate their interest in providing the Services.

Interested Consultant should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Having experience in Design of Wastewater & Sewage connections for households and establishments of minimum of 7 years b. Having relevant experience in Construction Supervision of Works in a minimum of two projects over the past 5 years c.

Having substantial experience in communications with stakeholders, conducting surveys for taking inventory of infrastructure, and in Environment and Social Safeguards in a minimum of two projects over the past 5 years d. Having experience in the region is an advantage. 6.

The selection process will be undertaken in line with the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”) for open competitive selection. A Consultant will be selected in accordance with the Consultant Qualification Selection method set out in the Procurement Regulations. 7.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 8.
