Scope overview
Public Services and Procurement Canada (PSPC) is asking interested parties to provide information for a potential lease of space that meets the following criteria: Section A: Lease Components • a lease term of approximately three (3) years, commencing on or about July 1, 2026, plus options to extend the lease for two (2) additional periods of one (1) year each; • approximately 269 usable square metres (um2) of contiguous warehouse or warehouse/office space and one (1) parking space; • the proposed space should satisfy or be capable of satisfying the following criteria: 1.
the proposed space must have all basic utilities, including telecommunications, water, sewer, gas and electricity (200 amps); 2. be heated, or have the capability to be heated to a minimum of 20 degrees Celsius; 3.
have a minimum unobstructed warehouse ceiling height of 3.05 metres (10’), measured from the top of the finished floor to the underside of the lowest obstruction of the ceiling, including HVAC, electrical, and sprinkler system; 4. have a loading facility with an overhead door, having a minimum size of 3.05 metres high x 3.05 metres wide (10’ x 10’); 5. have a man door for pedestrian access; 6.
have, or have the capacity to install, a water supply and floor drain; 7. be fully accessible to persons with a disability; 8. combined warehouse/office space will be considered; total office space being approximately 56 um2; 9. the dimensions of the proposed space must be compatible for efficient design and use; 10.
the building systems must have the capacity to accommodate an occasional maximum occupancy of 30 people and a typical maximum occupancy of 20 people, in the space for a full day; 11. parking for approximately 14 vehicles must be available to the public within a one (1) block radius of the proposed space; 12.
the physical characteristics of the lands and the building and the area and environment surrounding it, including neighbouring land uses, shall be compatible with the Lessee’s intended use of the accommodation; • the proposed space must be located in the city of Winnipeg or surrounding areas and within the following boundaries (the geographical boundaries include sites on either side of the roads): North: Highway 100/101 South: Highway 100/101 East: Highway 59 West: Highway 100/101 • on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PSPC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F; Note: PSPC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.
