Duration: 12 months with possibility of extension depending on Project needs and performance of the Consultant. Expected start date: 1st December 2025 1.
Background The Ministry of Provincial Government and Institutional Strengthening (MPGIS) and Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDM) are responsible to implement the Integrated Economic Development and Community Resilience Project (IEDCRP) that has the development objective to increase access to economic and social infrastructure in rural wards, deliver climate and disaster resilience actions and enhance Provincial Governments’ accountability to citizens.
The Project is financed by the World Bank and will be implemented over a five-year period from 2022-2027, supporting four Provincial Capacity Development Fund (PCDF) performance-grant cycles. The Project will focus on two primary areas.

First, providing grants to the PGs on an annual basis in accordance with the PCDF procedures and cycle; and Second, improving the capacity of subnational entities at the PG and Ward levels to support economic development and climate change adaptation, mainstream climate and disaster resilient measures into Ward development planning and the design of investments, and support the development of an integrated bottom-up planning process to execute climate science and community-informed planning of subprojects.
The Project will help SIG to implement its Policy Blueprint, by building PG capacity to better manage Ward Development Grant and support the implementation of PCDF resources to respond to community-level demands and reduce climate and disaster risks and support adaptation, in a systematic, sustainable, and accountable way.
A Project Management Unit (PMU) is being established under the IECDR Project jointly managed by MPGIS and MECDM (although the PMU Program Manager will report to the MPGIS Deputy Secretary, Operations). The ICT Support Unit (ICTSU) of the Solomon Islands Government (SIG) operates a government data centre and the government ICT network.
ICTSU also provides certain services to government agencies in respect of ICT infrastructure, file services and hosting of certain applications. The World Bank Task Team provides overall implementation support, including technical advice on certain areas as needed. The PMU will be responsible for the implementation of the Project and support to the MPGIS and MECDM overseeing the Project.
However, most Project activities will be implemented in the PGs. Infrastructure investments will be identified, designed, procured, and managed by the provinces using local procurement systems and local contracting resources.
The Project IT Assistant shall be based in the provincial headquarters providing IT needs and advices to the provincial governments by working closely with the Communication and ICT Specialist of IEDCR, the ICTSU and officers in the PG, MECDM and the MPGIS. 2.
Objective of the assignment • The objective of the assignment is to provide IT support to the nine Provincial Governments and communities so that the project’s planned IT facilities are effectively and efficiently implemented at the Provincial Government and community level. 3. Detailed scope of work The responsibilities of the IEDCR Information Technology Assistant shall include but not limited to the following: 1.
Ensure availability of required ICT infrastructure and services 2. Troubleshooting and monitoring of network problems at the provincial level and liaising with IEDCR ICT Specialists and the ICTSU for support when required. 3. Attend attachments and training with the ICTSU office in Honiara to learn how to respond to PG user needs and questions regarding network access. 4.
Ensure that the provincial computers, IT equipment and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks. 5. Ensure the PG computers and network have updated anti-virus definitions. 6. Maintenance of up-to-date parameters of information for the network clients and electronic mail. 7. Implementation of backup and restoration procedures for local drives.
Maintenance of backup logs. Organization of off-site storage of backups. 8. Monitor the operational efficiency of the MYOB network set up in the treasury and link it up to ICTSU Server in Honiara for back up purposes. 9. Maintenance measures in place for business continuity and disaster recovery processes and procedures including backup and restoration of both server and local storage facilities. 10.
Provision of timely advice on PG maintenance of equipment and acquisition of hardware supplies, making routine repairs and change of hardware electronic components. 11. Liaise with ICTSU in identifying opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (office management system, donor profile software, knowledge management systems). 12.
Provide to the Provincial Secretary assistance in procurement of new equipment, provision of technical specifications and information on best options. 13. Maintenance of an up-to-date inventory of the software and hardware. 14. Maintenance of the library of reference materials. 15. Organization of trainings for the operations/ projects staff on ICT issues. 16. Maintenance of staff training profiles. 17.
Synthesis of lessons learned and best practices in ICT. 18. Sound contributions to knowledge networks and communities of practice. 19. Coordinate with PG and Ward level users to understand issues; develop and implement solutions. 20.
Carry out frequent assessments in the wards to provide support to WDC Support Officers in determining their IT needs that may facilitate the implementation of participatory planning and social accountability. 4. Qualifications and Experience 1. Bachelor’s degree in Computer Science, Information Technology, Software Engineering or related discipline from a recognized university. 2.
Experience in a similar role for at least 2 years. 3. Two years’ experience in Information Systems Administration and Management, ICT infrastructure design and implementation, Software Development, software engineering, Information Technology and Implementation, or similar role, possibly with a significant role in a small team. 4.
Experience across a broad range of skills required for this assignment, such as server and network administration, database administration, basic security, and applications management. 5. Selection Criteria 1.
The IT Specialist will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised November 2017 and August 2018) (“Procurement Regulations”). 2. There would be a shortlisting followed by a desk review to evaluate the academic qualification and experience of the candidate. 3.
