- The Islamic Republic of Pakistan, has received financing from World Bank towards the cost of Competitive and Livable City of Karachi (CLICK) project-Sindh Investment Department, and intends to apply part of the proceeds toward payments under the contract for procurement of “IT Infrastructure hardware for 16 Line Departments”, for Sindh Business One Stop Shop (S-BOSS).
- The Competitive and Livable City of Karachi (CLICK) project-Sindh Investment Department now invites sealed Bids from eligible Bidders for establishment of IT Infrastructure Hardware for 16 Line Departments.
- Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria including technical and non-price factors: 60% and for bid cost: 40%.
- Interested eligible Bidders may obtain further information from Competitive and Livable City of Karachi (CLICK) Email: Irshad.siddiqui393@yahoo.com and inspect the bidding document during office hours 09.00 AM to 05.00 PM at the address given below .
- The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee[1] of PKR 15,000/- (Pak Rupees: Fifteen Thousand Only). The method of payment will be Pay Order / Demand Draft in the name of Project Director- Competitive and Livable City of Karachi (CLICK). The document will be sent by email or courier.
- Bids must be delivered to the address below on or before 12th February 2026 at 03.00 PM . Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Karachi-12th February 2026 at 03.00 PM. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
- All Bids must be accompanied by a Bid Security of PKR 1.4 Million (Rupees One Million, Four Hundred Thousand).
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
