Background The Republic of Kosovo is implementing the Social Assistance System Reform Project , financed by the World Bank. The project aims to improve the equity and adequacy of Kosovo’s social safety net through reforms to the Social Assistance Scheme (SAS).
Key improvements include: Targeting beneficiaries of the SAS based on poverty status rather than categorical eligibility; Providing more adequate benefits , including increased per capita support for larger households; Ensuring that able-bodied beneficiaries are supported through activation measures.
To support implementation, the Ministry of Finance, Labour and Transfers (MFLT) has established a Project Coordination Unit (PCU) . The Ministry now seeks to recruit a Local IT Expert who will support the PCU in all information technology aspects relevant to the project, working in close collaboration with the PCU Coordinator. 2.
Objective of the Assignment The objective of this assignment is to provide specialized IT expertise to support the design, development, testing, integration, and operationalization of IT systems and digital solutions related to the SAS reform, in accordance with the project’s goals and the World Bank’s technical and fiduciary standards. 3.
Scope of Work and Responsibilities The Local IT Expert will support the PCU in all project-related IT activities. The scope of work includes, but is not limited to, the following: 3.1 System Development, Integration, and Interoperability Provide technical guidance for the design and development of the SAS Management Information System (MIS), ensuring compliance with sector requirements.
Support and oversee system integration and interoperability with existing government platforms (e.g., Civil Registry, Employment Agency systems, disability assessment systems, Treasury platforms) to ensure seamless data exchange. 3.2 Technical Specifications and Documentation Draft or review technical specifications, system architecture documents, and data models.
Participate in the evaluation of technical proposals submitted by software development firms. 3.3 Coordination with Vendors and Stakeholders Provide technical oversight of contracted software development firms. Ensure alignment between functional requirements, business processes, and system design.
3.4 Testing, Quality Assurance, and Acceptance Lead and/or supervise system testing (UAT, SAT) and contribute to quality assurance activities, including review of test plans, scenarios, and results. Support the PCU in validating deliverables submitted by development contractors and confirm that technical acceptance criteria are met.
3.5 Cybersecurity, Data Protection, and Compliance Ensure that the system adheres to Kosovo’s data protection laws and World Bank requirements on data privacy and cybersecurity. Contribute to the development of risk mitigation measures. 3.6 Capacity Building and Knowledge Transfer Support training of MFLT and municipal staff on new IT systems. Develop user manuals and technical guidance materials.
3.7 Reporting Report regularly to the PCU Coordinator, including progress updates, risk identification, and recommendations. 4. Deliverables Technical specifications, architectural documents, and system requirement definitions. Testing and quality assurance documentation. Written assessments of vendor deliverables. Monthly progress reports. Capacity-building materials and training documentation. 5.
Duration of Assignment The Local IT Expert will be engaged full-time . The contract is expected to start in December 2025 and continue until December 2026 . The probation period is three months. The continuation of the contract will depend on satisfactory performance, as assessed in scheduled performance reviews. Services are expected to commence upon contract signature. 6.
Qualification Requirements 6.1 General Qualifications (30 points) Bachelor’s degree in Computer Science, Information Systems, Software Engineering, or a related field (Master’s degree preferred). Strong analytical, communication, and problem-solving skills. Proven ability to work with multidisciplinary teams and government institutions.
6.2 Specific Experience (70 points) Priority will be given to candidates with demonstrated experience in: Social Protection or Public Sector MIS Design, development, or management of MIS in social assistance, employment services, or related sectors. System Integration and Interoperability Experience with integration of databases, APIs, and government information systems.
Donor-Funded or International Project Experience Prior work on IT components of World Bank, EU, UN, or other donor-funded projects. Technical Deliverables and Quality Assurance Applicants will be required to submit examples of previous deliverables (e.g., system documentation, code samples, data models, dashboards, or technical reports) as evidence of technical capability. 7.
Selection Process Selection will follow the World Bank Procurement Regulations for IPF Borrowers (July 2016) .
