Request for Expression of Interest (Consulting Services – Individual Selection) JUNIOR FULL STACK DEVELOPER Country: Ethiopia Project: Ethiopia Digital ID for Inclusion and Services Project Project ID: P179040 Assignment JUNIOR FULL STACK DEVELOPER Reference No.: ET-NIDP-514289-CS-INDV Duty Station: NIDP Head Office, Addis Ababa The Federal Democratic Republic of Ethiopia, Ministry of Finance (MoF), has received financing from the World Bank toward the cost of the Ethiopia Digital ID for Inclusion and Services Project.

National ID Program, the ultimate project implementer intends to apply part of the proceeds for selecting of individual consultants. The National ID Program is looking for JUNIOR FULL STACK DEVELOPER who will play a crucial role in developing and integrating planned and approved software modules according to the architecture of the Fayda Platform under the supervision of the Engineering Head.

Specific responsibilities for the JUNIOR FULL STACK DEVELOPER will include, but are not limited to, the following activities: Participate in the development process of the Fayda platform. Contribute to all stages of the software development lifecycle, from planning and design to implementation, testing, and maintenance.

Collaborate closely with other team members in sprints, backlog refinement, and milestones to deliver high-quality software solutions. Implement front-end and back-end application features. Develop user-facing features using appropriate front-end frameworks. Build efficient, reusable, and reliable Java code for the server-side application logic. Maintain and improve the microservice architecture.

Develop and maintain scalable microservices. Understand and apply appropriate design patterns, such as SEDA and DTO/DAO, to enhance code maintainability and efficiency. Work with Kafka for real-time data processing. Implement Kafka producers and consumers for handling real-time data streams. Monitor and troubleshoot issues related to Kafka streams.

Contribute to code reviews and continuous improvement of the development process. Participate in peer code reviews to ensure the quality and maintainability of the codebase.

Continually refine and improve development and testing processes to increase team efficiency and productivity The shortlisting criteria include the following; The ideal candidate for the role of JUNIOR FULL STACK DEVELOPER will bring the following competencies and skills: Master’s degree in Software Engineering, Computer Science, or related field with at least 1 year of experience, OR a Bachelor’s degree in the same field with at least 2 years of relevant experience.

Proven experience as a Full Stack Developer, with a strong focus on Java. Experience with microservices architecture and software design patterns like SEDA, DTO/DAO. Experience working with Kafka for real-time data processing. Knowledge of front-end languages and libraries (Angular, React, Vuejs) Familiarity with back-end languages (Java) Knowledge of database technology such as Postgres.

Strong problem-solving skills and the ability to handle complex development tasks. Excellent teamwork skills, with a proven ability to work effectively in a team environment. Good verbal and written communication skills. The selection method is based on para 7.36 and 7.37 of the World Bank’s Procurement Regulation.

The attention of interested individual is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”) revised November 2017, August 2018,2023, and February 2025 setting forth the World Bank’s policy on conflict of interest.

An individual will be selected in accordance with the Selection of Individual Consultant (Section V) method set out in the Procurement Regulations. Expressions of interest (CV, cover letter and documentary evidence for fulfilling the qualifications) must be delivered in a written form to the address below by E-mail on or before November 26 2025.
