REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT) Number: B-1/2366/UM.02/XII/2025 Republic of Indonesia LABOR MARKET INFORMATION AND SKILL SYSTEM TRANSFORMATION FOR LABOR MARKET FLEXIBILITY Loan No.: 9636-ID Assignment Title: Labor Market Observatory Expert Reference No: ID-MOM-512431-CS-INDV-2 The Government of Indonesia has received financing from the World Bank toward the cost of the Labor Market Information and Skill System Transformation for Labor Market Flexibility (LISTRAF) and intends to apply part of the proceeds for consulting services.
The Labor Market Observatory Expert Does more than just provide employment information. LMOE Plays an active role in meeting the specific needs of its users by: Developing Non-Standard Indicators Conducting Special Surveys Analyzing and Interpreting Data User-Friendly Information Publication Active Information Dissemination Detailed Terms of Reference (TOR) are available at https://s-link.kemnaker.go.id/LMO E .
The period for carrying out the duties of the consultant is 12 months from the start of contract signing and the contract will be output-based . The Ministry of Manpower is currently seeking qualified individual consultants to express their interest in delivering the required services.
Those who are interested are encouraged to submit evidence of their relevant experience and necessary qualifications, which may include a CV (as attached on link), reference letters, and other supporting documents related to the assignment. The evaluation criteria are: Minimum Master’s degree with 5 years on Issues of labor market information, employment or labor market programs and policy design.
Preferably a master's degree in Economics, Statistics, Data Science, Industrial Sociology, or Public Policy.
Demonstrated familiarity with the concept and functions of the Labor Market Observatories Preferably have experience and knowledge of good practice of the Labor Market Observatory in international Demonstrated experience with user-oriented provision of Labor market information Preferably have experience and excellent understanding of labor market issues in developed and developing countries Ability to structure and deliver presentations, and effectively explain complex concepts or issues in simple, easy-to-understand language to all levels of audiences.
Ability to engage in substantive technical discussions with all stakeholders Ability to work effectively in a team-oriented manner in a multi-cultural environment Excellent communication skills, both written and verbal and ability to interact and communicate effectively and diplomatically with senior government officials at the highest levels, and specifically adapt to existing economic-socio-political conditions.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated September 2023, setting forth the World Bank’s policy on conflict of interest.
