Dynaamisen hankintajärjestelmän (492908 / Lastensuojelun ostopalvelujen hankintajärjestelmä) kautta valittujen sijaishuoltopaikkojen joukosta ei löydy lapsen tarpeiden mukaista, vapaata sijaishuoltopaikkaa tarpeeksi läheltä lapsen kotia.
Hankintayksikkö voi tehdä suorahankinnan yksittäisissä tapauksissa hankintalain 12 luvun 110 §:n mukaisissa sosiaali- ja terveyspalveluhankinnoissa, jos tarjouskilpailun järjestäminen olisi ilmeisen kohtuutonta ja erityisen epätarkoituksenmukaista lapsen kannalta merkittävän hoito- ja asiakassuhteen turvaamiseksi. Hankinnan ennakoitu kokonaisarvo 787 320,00 eur (alv 0 %) ylittää kansallisen kynnysarvon.
Ennakoitu kokonaisarvo on laskettu sopimuskauden ajalle 35,4 kk. Hankinta on hankintalain (1397/2016) liitteen E 1 kohdassa tarkoitettu sosiaali- ja terveyspalveluja koskeva hankinta [CPV-koodi; 85311300–5 Lasten ja nuorten sosiaalipalvelut], joten hankinnassa noudatetaan hankintalain 107 §:n mukaisia säännöksiä.,
