Request for Quotations (RFQ) RFQ No.: ___________________________ Date of RFQ: __________________ 2025 Request for Quotations (RFQ) The Republic of Kazakhstan has received financing from the International Bank for Reconstruction and Development and/or the International Development Association (the Bank) toward the cost of the PROGREEN Project and intends to apply part of the proceeds to payments under Contract No.
___________________________ for landscaping works of the dendropark territory (installation of lighting) of the Kazakh Research Institute of Forestry and Agroforestry named after A. N. Bukeikhan .
The Committee of Forestry and Wildlife of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan (PROGREEN Project Implementation Group) invites eligible contractors to submit quotations for the execution of the works described in Annex 1: Requirements for Works , attached to this Request for Quotations.
Eligible Materials, Equipment and Works (Services) Materials, equipment and works (services) to be supplied under the Contract and financed by the Bank may originate from any country, except the following countries: None . Validity of Quotations Quotations shall remain valid until 15 November 2025 .
Submission of Technical Proposal The Contractor shall submit a technical proposal including: - Annex 1: Requirements for Works (Technical Specifications); - Names and details of key personnel; - Information on machinery and equipment; - Environmental and Social Commitment Plan (ESCP); - Work completion guarantee; - Any other relevant information, if applicable.
Submission of Financial Proposal The Contractor shall submit a financial proposal including: - Annex 2: Quotation Submission Form; - Summary Schedule (Schedule of Works and Goods). Price The Contractor shall indicate its total price in the Quotation Submission Form. The Contractor shall also complete unit rates and prices for all items of Works described in the attached Summary Schedule.
Deadline for Submission of Quotations The final deadline for submission of quotations is 24 September 2025 . Evaluation of Quotations Quotations will be evaluated for compliance with the technical proposal. Technically responsive quotations will be compared to determine the lowest evaluated price .
For evaluation and comparison purposes, the currency (currencies) of the financial proposals shall be converted into a single currency: Kazakhstani Tenge (KZT) . The exchange rate source shall be the National Bank of the Republic of Kazakhstan . The exchange rate date shall be 24 September 2025 . Contract Award The Contract shall be awarded to the Contractor who: a. submits a technically responsive quotation; b.
offers the lowest evaluated price; and c. guarantees completion of the Works by the specified date. The Employer shall inform other bidders of its decision to award the Contract. An unsuccessful bidder may request clarification on why its quotation was not successful. The Employer shall respond within a reasonable period.

Fraud and Corruption The Bank requires compliance with the Bank’s Anti-Corruption Guidelines and the applicable sanctions policies and procedures set forth in the WBG Sanctions Framework , as specified in Appendix A to the Contract Conditions .
For further implementation of this policy, the Contractor shall permit the Bank to inspect all accounts, records, and other documents related to the RFQ and the execution of the Contract (in case of contract award), and to have them audited by auditors appointed by the Bank.
