TF C4589-UZ Assignment Title: Local Procurement Support Consultant (Social Services) Reference No. (as per Procurement Plan): CS-IC-TA-2.2.2.1 The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include assistance the NASP, in particular the PIU, to conduct the project related procurement of goods and consulting services in line with the Guidelines and procedures of the World Bank as specified in the Financing Agreement, and to strengthen the existing procurement capacity of the PIU, NASP and other units involved in the project implementation.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Education Bachelor’s degree in a relevant field such as Procurement, Business Administration, Economics, Public Administration, Law, or a related discipline.

Experience Minimum of 2 years of relevant experience in procurement or administrative support, preferably within projects financed by international development organizations. Familiarity with procurement procedures and documentation standards used in donor-funded projects. Basic understanding of public procurement principles and World Bank procurement frameworks is an advantage.

Strong organizational skills and attention to detail in document management and recordkeeping. Proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with STEP is an asset. Familiarity with procurement procedures and documentation standards used in donor-funded projects. Ability to work with digital tools, including Microsoft Office (Word, Excel, PowerPoint); experience with STEP platform is an asset. Good communication skills and ability to work collaboratively in a team environment. Proficiency in Uzbek and Russian. Working knowledge of English is required.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
