Daarom is waterbeheer nodig. Waar te veel water is, voeren de waterschappen het af. Waar te weinig is, voeren ze het aan. Met vergunningen regelen ze het lozen van vervuild water. Ze zuiveren het rioolwater en onderhouden de waterkeringen.
