Tegelijkertijd ervaren inwoners en professionals dat ondersteuning te vaak versnipperd is georganiseerd en gepaard gaat met bureaucratie. Dit vraagt om een fundamentele verandering in de manier waarop ondersteuning wordt georganiseerd. Doorgaan zoals we nu werken is geen optie.
Om ondersteuning toegankelijk, betaalbaar en mensgericht te houden, is een beweging nodig naar een nieuwe manier van organiseren: dichter bij inwoners, eenvoudiger en in samenhang met de sociale basis.
