THE GOVERNMENT ANTICIPATES MAKING AN AWARD BASED ON INITIAL PROPOSALS WITHOUT CONDUCTING EXCHANGES. THEREFORE, EACH OFFEROR?S INITIAL TASK ORDER PROPOSAL SHOULD CONTAIN ITS BEST TERMS.

SITE VISIT: OFFERORS WHO INTEND TO SUBMIT A PROPOSAL FOR ANY OF THE REQUIREMENTS RELATED TO THIS SOLICITATION ARE STRONGLY ENCOURAGED TO ATTEND THE SITE VISIT. THE PROPOSAL PACKET SHALL BE SUBMITTED BY 1000 HOURS ON THE CLOSING DATE OF THE RFP. C. IF THE CONTRACTOR IS UNABLE TO SUBMIT THE PROPOSAL IN RESPONSE TO THE RFP, THE CONTRACTOR SHALL SUBMIT A NO OFFER LETTER BY THE DATE AND TIME SPECIFIED IN THIS SOLICITATION.
