(as per Procurement Plan): BZ-SIF- 519261 -INDV The Government of Belize has received financing from the World Bank toward the cost of the Climate Resilient and Sustainable Agriculture Project and intends to apply part of the proceeds for consulting services.
The GOB intends to apply part of the proceeds of this financing towards hiring five (5) experienced and qualified consultants as Micro Finance Field Officers to be responsible for the Matching Grant Program of the CRESAP Project being administered and implemented by the PFIs.
Three Consultants will be assigned for La Inmaculada Credit Union (LICU), one for the St Francis Xavier Credit Union (SFXCU), and one for the Toledo Teachers Credit Union (TTCU). The Finance Field Officers will serve as the primary link between the Participating Financial Institutions under the Matching Grant Program, and the potential farmers interested in the Matching Grant Program.
The Officers will provide efficient, farmer friendly loan development services that ensure timely and appropriate access to financing for climate resilient agriculture activities and practices. The consultants will provide direct support to the PFIs in terms of formulation, submission, approval, disbursement and monitoring farmers’ CSA applications related to the MGP of the CRESAP Project.
The Finance Field Officers will work directly under the supervision of these participating financial institutions.
All work conducted, including reports, will be overseen by their respective PFIs, and will work closely with the Matching Grant Coordinator (MGC), the Environmental and Social Specialists (ESS), and the Monitoring and Evaluation Specialist (M&ES) of the Climate Resilient & Sustainable Agriculture Project (CRESAP).
The GOB through the Ministry of Agriculture, Food Security and Enterprise (MAFSE) has appointed the Belize Social Investment Fund (BSIF) as the implementing agency for the project and the BSIF is seeking to recruit individuals to fill the position of ( 3) Micro Finance Field Officers for La Inmaculada Credit Union.
The detailed Terms of Reference (TOR) for the assignment can be obtained by submitting a request in writing via e-mail to procurement.cresap@sifbelize.org. The Belize Social Investment Fund now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (such as cover letter, Curriculum Vitae etc.).
Minimum Mandatory Requirements *(Required) Qualifications Minimum of an associate degree in business, development studies, social science, environmental science, agriculture, rural development, natural resource management, or any other field related to the assignment.
(25 points) General Experience At least (3) years of relevant professional experience in banking, financial services or the agriculture sector, and experience in technical assistance services, including the development of investment proposals and business plans.
(25 points) *If these minimum requirements are not met, candidates will not be considered for the process * Additional Requirements (Desirable) Specific Experience Ability to prepare Cashflow Projections and Cost and Financing Tables.
(max 20 points) Knowledge and experience of Climate Change and Climate Smart Agriculture Practices (max 20 points) Knowledge of micro-finance and/or agri-business lending (max 10 points) Minimum total points required to be considered for the assignment is 75 points.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Procurement Regulations.
