Request for Expression of Interest Job Title: (International) MIS Expert (Assessment) / Validation Consultant Line Manager ECD Program Manager, Client Coordinator MOCIA Deputy Director, Immediate (Technical) Supervisor Location: Hybrid: Home-based with multiple in country mission to Majuro, RMI, totaling approximately 30-40 days, to be scheduled in coordination with the Project Implementation Unit (PIU) Project: Multi-sector Early Childhood Development Project II (IDA E-0320); P177329 AWP Activity 4.3.1.k MIS Expert (Assessment / Validation) Reference No. MH-ECD PMO-484346-CS-INDV Contract Duration 9-months, February 1, 2026 – October 31, 2026 (est 100 days) Tentative Start Date February 1, 2026 The Government of Republic of Marshal Island is seeking to hire an International MIS Expert assessment/Validation Consultant to assist the Early Childhood Development project (ECD) in ensuring that quality, sustainability, and alignment of the system with government requirements, the Government of RMI requires the services of an experienced technical expert to provide oversight, an independent assessment and recommends technical adjustments needed to the current delivery of the CTMIS. The International MIS Assessment Consultant is responsible in ensuring that the Cash Transfer Management Information System (CTMIS) is delivered to the Government of the Republic of the Marshall Islands in full compliance with the agreed technical and functional requirements, and in a manner that guarantees quality, sustainability, and independence from the vendor. The expert will serve as an independent advisor who safeguards the interests of the Government by verifying that the vendor’s outputs align with the contractual obligations, international best practices in system development, and the broader goals of the Social Protection Program. The position is a full-time Majuro-based post with a nine (9) month duration. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are: Mandatory Qualification and Experience

  • Advanced degree in Computer Science, Information Systems, Software Engineering, or related field.
  • At least 10 years of experience in MIS development and supervision, preferably in social protection, health, or government systems.
  • Demonstrated experience in engaging effectively with different stakeholders, including central and sub-national government stakeholders, development partners, and civil society.
  • Demonstrated experience in engaging effectively with different policy stakeholders, including central and sub-national government stakeholders, development partners, and civil society.
  • Excellent written and oral communication skills in English and ability to work independently and respond to feedback in a timely and professional manner. Proven expertise in software quality assurance, code review, and system security.
  • Familiarity with data protection and cybersecurity standards.
  • Demonstrated experience in capacity building for government or institutional staff.
  • Experience in Pacific Island or small-state contexts is an asset.
  • Strong communication, facilitation, and reporting skills.
  • Strong understanding of data security standards, payment systems, and compliance frameworks.
  • Hands-on experience with relational databases (SQL, Oracle/MS SQL Server) and web-based systems.
  • Knowledge of system architecture, API integration, and documentation best practices.
