  • The Liberia Agency for Community Empowerment (LACE) has received financing from the Agence Francaise De Developpement (AFD) and intends to apply part of the proceeds toward payments under the contract for Mobile Phones.
  • LACE now invites sealed Bids from eligible Bidders for the goods as briefly described below.

  • Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Interested eligible Bidders may obtain further information from the REALISE Project by contacting Koiyan Mawolo, kmawolo@liberiasp.gov.lr and inspect the bidding document during office hours from 9:00 a.m. to 4:00 p.m. at the address given below.
  • The bidding document in English may be purchased by interested Bidders upon payment of a nonrefundable fee of US$30.00. The method of payment is direct cash payment in the Finance Office of the Project. Bidders requesting for and receiving bidding document through email will not have to pay the US$30.00. The bidding document will be emailed free of charge.
  • Bids must be delivered to the address below on or before 10:00 a.m. on Monday, March 23, 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on March 23, 2026, at 10:02 a.m.
  • All Bids must be accompanied by a Bid-Securing Declaration.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
