For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

The Ministry of Livestock, Forest and Range (MoLFR) of Hirshabelle State now invites sealed Bids from eligible Bidders for the Procurement of Mobile Veterinary Clinic as per below details: Item Description of Good Quantity(in Nos.) Engine Capacity Fuel Type Delivery Period Delivery Location 1 4x4WD Land Cruiser Hard Top with its Accessories for Mobile Veterinary Clinics OR Equivalent 05 1HZ Diesel 2 months (60 days) Ministry of Livestock, Forest and Range (MOLFR), Jowhar, Hirshabelle State, Somalia Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and August 2018, November 2020, September 2023, February 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
Interested eligible Bidders may obtain further information from the office of S-FSRP PIU, MoAI and MoLFR for Hirshabelle State of Somalia via Email to: project.co@moa.hs.so and copy to: ahmed.xusein@hotmail.com and inspect the bidding documents during office hours i.e. form 09:00 to 16:00 hours Jowhar local time from Saturday to Thursday exclusive of public holidays at the address given below.
The bidding documents in English may be obtained by interested eligible bidders free of cost upon submitting a written application to the address below. Bids must be delivered to the address below on or before 11:30 Hrs. Jowhar, Somalia time on Date: 30/11/2025 . Electronic Bidding will not be permitted. Late Bids will be rejected.
Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at 11:30 Hrs. on Jowhar, Somalia time on date: same as bid submission deadline: 30/11/2025 All Bids must be accompanied by a Bid-Securing Declaration using the form included in Section IV, Bidding Forms .
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
