REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES– INDIVIDUAL CONSULTANT SELECTION ) Assignment Title: Development of a Monitoring and Evaluation Plan for the Electronic Labour Exchange Reference No.: JM-MLSS-520525-CS-INDV The Government of Jamaica/Ministry of Labour & Social Security has received financing from the World Bank toward the cost of implementing the Social Protection for Increased Resilience and Opportunity (SPIRO) Project and intends to apply part of the proceeds for consulting services to develop a Monitoring and Evaluation Plan for the Electronic Labour Exchange (ELE) Unit within the MLSS.
Objective of the Consultancy The main objective of the Consultancy is to develop a Monitoring and Evaluation Plan for the Electronic Labour Exchange within the Labour Division of the Ministry of Labour and Social Security in Jamaica.
Availability of the Documents: Interested consultants may obtain the full Request for Expressions of Interest and the Terms of Reference at www.gojep.gov.jm Submission Date & Time: CVs must be submitted online via www.gojep.gov.jm on or before February 2, 2026, at 2:00 p.m.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest.
