Scope overview

The City of New York Department of Finance, Office of the Sheriff ('Department'), seeks proposals from qualified vendors to provide self-release motor vehicle immobilization devices, mobile license plate recognition technology, and related services.

These services aim to immobilize vehicles of owners identified under section 19-212 of the Administrative Code of the City of New York who have accrued over $350 in parking violations judgment debt.

Additionally, vehicles may be immobilized and removed for other judgment debts, such as camera violations, New York City Environmental Control Board violations, associated fees and penalties, and other mandates like tax warrants, orders of seizure and attachments, violations of the Vehicle and Traffic Law, and New York City traffic rules and regulations, as well as other public safety-related duties as directed by the Sheriff.

These services are essential to support the law enforcement functions of the Sheriff and other law enforcement officers. Judgment is required in evaluating competing proposals, and it is in the best interest of the City to require a balancing of price, quality and other factors.
