UNDP Philippines Climate Finance and Policy Alignment Project

Reference: UNDP-PHL-00821-2 Description of the Assignment: The Philippines is one of the most vulnerable countries in the world, mostly from climate change impacts.

The country has enunciated policies and programmes to reduce these risks, among others the finalization of its Nationally Determined Contributions (NDC), the Philippines Biodiversity Strategy and Action Plan, the National Climate Change Action Plan (NCCAP).

It has also institutionalized a climate budget tagging process for all agencies and developed tools and mechanisms to mainstream climate change and vulnerability assessments in various levels of programming. However, to achieve the desired transformation, funding would be needed from the government and the private sector.

Business decisions and investment priorities should be aligned with the country’s ambition to reduce greenhouse gas emissions, and improve adaptation of communities to protect people, assets and communities at risk. The government has been at the forefront of this initiative through several policy measures.

These include, the Central Bank’s Sustainable Finance Framework, the Securities and Exchange Commission’s Guidelines on Environmental, social and Governance reporting, and more recently, the Sustainable Finance Roadmap issued by the Interagency Task Force on Sustainable Finance, led by the Department of Finance.

To support the initiatives on increasing public and private sector investments towards mitigating impacts of climate change and improving resilience of national and local government agencies and communities, UNDP will be undertaking the Project: Accelerating Green and Climate Finance in the Philippines: Nature Based Solutions (Climate Finance PH-NBS).

With funding support from the Government of Canada, the Project aims to increase private sector investments into gender responsive nature-based solutions for climate resilient technologies, innovations, practices and approaches.

In parallel, UNDP is also implementing the regional programme Climate Finance Network (CFN) which works on six workstreams: 1) Climate change aligned budgeting and planning; 2) Access to international climate change finance; 3) Tax and Innovative climate finance; 4) Gender and social inclusion and climate change finance; and 5) Transparency and accountability of climate change finance; and 6) Modelling climate change impacts on economic growth, sectors and consideration of distributional impacts.

The CFN builds on the investments made on public climate finance as well to enhance countries capacities to access international climate funds and innovative climate financing, including from the private sector, in a gender-responsive and socially inclusive manner To ensure effective dissemination of project outcomes and enhance the visibility of both the AGCF and CFN initiatives, a National Communications Specialist will be engaged.

This role will lead the development of accessible knowledge products, translate technical outputs into strategic messaging, and support visibility efforts across platforms and target audiences.

Qualifications At least a University degree in a relevant field such as Development Communications, Development Studies, Human Ecology, Sociology, or Urban Planning At least five (5) years of experience working in projects with a specific focus on Climate Change, Environmental Planning, Biodiversity Management, and related fields At least four (4) years of experience in strategic communications (e.g., communication plans, messaging frameworks, stakeholder engagement) and/or developing knowledge products (e.g., feature stories, policy briefs, infographics, social media content) Previous working experience with international organizations and familiarity in working on ODA projects; working with UN is an advantage.
