KINGDOM OF CAMBODIA NATION RELIGION KING Ministry of Rural Development Cambodia Sustainable Landscape and Ecotourism Project (Project ID: P165344) Request for Expressions of Interest National Environmental Safeguard Consultant (151 working days over the period of 12 months from the contract start date) Cambodia Sustainable Landscape and Ecotourism Project (CSLEP) aims to promote ecotourism opportunities, boost economic prosperity of rural communities, and improve selected protected areas management of the rich natural capital of the Cardamom Mountains-Tonle Sap (CMTS) landscape including Tatai Wildlife Sanctuary (WS), Southern Cardamom Mountain National Park (NP), Central Mountain Cardamom NP, Phnom Aural WS, Phnom Samkos WS, and Cardamom Biodiversity Conservation Corridors.
The CMTS covers more than 3.8 million hectar, including one of the world’s most productive freshwater fisheries and the largest protected forest in Indochina. The project will also promote Non-Timber Forest Products (NTFP) value chains in order to supplement rural incomes. Optimizing Cambodia’s ecotourism and NTFP potential in CMTS lies in addressing the limited access infrastructure and connectivity of the region.
Specific investments in improving connectivity and in building entrepreneurial skills for NTFP and ecotourism will be undertaken. Further targeted investments will be made in strengthening the Protected Areas (PAs) system of the CMTS landscape as a significant proportion of the natural capital occurs within PAs.
The Project is willing to recruit a National Environmental Safeguards Consultant who will sit in the Ministry of Rural Development (Social and environment Office of PMU) and take on the primary responsibility to ensure that all Project activities under component 3 will be implemented by the (Social and Environment Office) SEO of MRD, as well as PDRD in compliance with the Environmental and Social Management Framework (ESMF).
Resettlement Policy Framework (RPF), Indigenous People Policy Framework (IPDF), Process Framework (PF), The World Bank’s safeguard policies and relevant regulations of Cambodia including the EIA sub-decree applied under the project.
Minimum Key Qualifications: To be a qualified expert for the position, the candidates must meet the minimum required qualifications as follows: At least a Bachelor´s Degree in environmental management, environmental engineering, or related fields; At least 5 years of environment safeguard experience in Cambodia or in the region At least 5 years of Experience working in Projects using World Bank, ADB, or similar International Donor Agencies’ social safeguard policies; Very good English and Khmer language and strong report writing ability and communication skills are essential; Contract Duration: This is an intermittent position for 151 Working days out of 12 months.
The position is renewable annually based on the needs of the Project, Consultant’s performance and mutual agreement. The consultant performance assessment will be carried out by MRD at the end of the year based on the criteria for performance assessment.
The Ministry of Rural Development invites expressions of interest from qualified and experienced candidates to undertake the above mentioned services which are further detailed in the Terms of Reference for the assignments.
The National Environmental Safeguard Consultant will be selected in accordance World Bank Procurement Regulations for Borrowers under Investment Project Financing (IPF) dated July 1, 2016, revised November 2017 and August 2018 and November 2020 (Fourth Edition).
