- Cambodia Sustainable Landscape and Ecotourism Project (CSLEP) aims to promote ecotourism opportunities, boost economic prosperity of rural communities, and improve selected protected areas management of the rich natural capital of the Cardamom Mountains-Tonle Sap (CMTS) landscape including Tatai Wildlife Sanctuary (WS), Southern Cardamom Mountain National Park (NP), Central Mountain Cardamom NP, Phnom Aural WS, Phnom Samkos WS, and Cardamom Biodiversity Conservation Corridors. The CMTS covers more than 3.8 million hectar, including one of the world’s most productive freshwater fisheries and the largest protected forest in Indochina. The project will also promote Non-Timber Forest Products (NTFP) value chains in order to supplement rural incomes. Optimizing Cambodia’s ecotourism and NTFP potential in CMTS lies in addressing the limited access infrastructure and connectivity of the region. Specific investments in improving connectivity and in building entrepreneurial skills for NTFP and ecotourism will be undertaken. Further targeted investments will be made in strengthening the Protected Areas (PAs) system of the CMTS landscape as a significant proportion of the natural capital occurs within PAs.
- The Project is willing to recruit National M&E Consultant who will sit in the Ministry of Rural Development and is expected to work closely and assist the national and provincial level project staff on all matters related to M & E and management information systems (MIS) aspects during project implementation. Specific tasks will be demonstrated in the Term of Reference.
- Minimum Key Qualifications:
To be a qualified expert for the position, the candidates must meet the minimum required qualifications as follows:
- The M&E Consultant shall have a tertiary qualification in Statistics and Database Management or related discipline.
- At least 7 years working experience in monitoring and evaluation of infrastructure implementation projects preferably roads, bridges, and other rural infrastructure.
- Strong data collection, processing and analytical skills.
- Has demonstrated experience with setting up M&E and MIS systems and procedures in projects funded by international donor agencies;
- Working experiences with the Ministry of Rural Development or Ministry of Public Works and Transport would be preferable.
- Knowledge of geo-enabled MIS, KoboToolbox, and use of GIS for project M&E would be an advantage.
- Highly proficient in both written and oral communication in Khmer, with good knowledge of written and spoken English.
- Contract Duration: This is an intermittent position for 76 Working days out of 12 months. The position is renewable annually based on the needs of the Project, Consultant’s performance and mutual agreement. The consultant performance assessment will be carried out by MRD at the end of the year based on the criteria for performance assessment.
- The Ministry of Rural Development invites expressions of interest from qualified and experienced candidates to undertake the above-mentioned services which are further detailed in the Terms of Reference for the assignments. The National Monitoring and Evaluation Consultant will be selected in accordance World Bank Procurement Regulations for Borrowers under Investment Project Financing (IPF) dated July 1, 2016, revised November 2017 and August 2018 and November 2020 (Fourth Edition).
